ECS is seeking a Director Enterprise Applications Delivery to work in our Fairfax, VA office.
Position Summary
The Director, Enterprise Applications Delivery leads day-to-day execution of ECS's Business Systems Optimization initiative across critical enterprise platforms, including Deltek Costpoint 8.2, Spectrum CLM, ADP HRIS, Salesforce, and related systems.

Reporting to the CIO, this role serves as the senior delivery leader for enterprise application enhancements, upgrades, integrations, testing, releases, and ongoing support. Working closely with initiative leadership, product owners, the PMO, business stakeholders, and IT teams, this leader translates approved priorities into executable plans and drives disciplined delivery across internal teams and external partners.

This is a high-impact modernization role focused on execution. The Director is responsible for delivery planning, development oversight, capacity and dependency assessment, vendor management, release readiness, and operational continuity across shared teams supporting both break/fix and new development. This role helps ensure enterprise systems operate as a unified, scalable, and reliable environment that supports efficient operations, data integrity, and informed decision-making. The role maintains a clear focus on reducing organizational friction through system integration, workflow optimization, automation, improved data flow, and AI-enabled solutions. This role also enforces strong application design, documentation, testing, security, and support practices in a SOX-controlled and regulated environment.

Key Responsibilities:

Enterprise Delivery Leadership
  • Lead execution of the Business Systems Optimization initiative across key enterprise applications and related workstreams
  • Translate approved priorities and roadmap items into executable delivery and release plans
  • Drive coordinated delivery across enhancements, upgrades, integrations, defect remediation, and support activities
  • Ensure enhancements and integrations support an integrated enterprise systems environment rather than isolated point solutions
  • Maintain focus on reducing process friction, improving cross-system workflows, and enabling more efficient business operations
  • Drive disciplined execution and continuous improvement across enterprise application delivery and support
  • Provide clear reporting on progress, risks, constraints, and overall delivery health
Team Leadership
  • Lead the business systems development and support team, including internal resources and external delivery partners
  • Establish accountability for delivery quality, timeliness, and support readiness
  • Coach teams on strong delivery practices, execution discipline, and continuous improvement
  • Remove blockers and coordinate resolution across business, IT, security, support, and vendor teams
Agile Delivery & Execution Management
  • Lead Agile delivery across multiple workstreams, including backlog readiness, sprint planning, dependency management, and release coordination
  • Assess delivery capacity, technical dependencies, and sequencing tradeoffs as priorities evolve
  • Balance break/fix work, operational support, upgrades, and planned development across shared resources
  • Partner with leadership, product owners, and the PMO to adjust plans based on delivery realities
Solution Quality, Testing & Support Readiness
  • Ensure solutions align with approved business requirements, objectives, and acceptance criteria
  • Oversee application design, workflow integration, documentation, traceability, testing, rollout, and support transition
  • Oversee unit testing, integration testing, user acceptance testing, deployment planning, rollout, and post-production stabilization
  • Ensure solutions are supportable, maintainable, and effectively transitioned into ongoing support
  • Strengthen issue management and support processes to improve reliability, performance, and user confidence
Controls, Security & Delivery Discipline
  • Ensure delivery teams adhere to enterprise security standards and technology best practices throughout design, development, testing, and support
  • Lead delivery within a SOX-controlled and regulated environment, ensuring appropriate rigor in change management, approvals, testing evidence, and release readiness
  • Identify and support practical opportunities to improve workflow execution through system integration, automation, RPA, ML, and AI-enabled approaches aligned to approved priorities
  • Support capabilities that improve business visibility, decision support, and operational responsiveness through integrated data, automation, and AI-enabled solutions
Vendor & Stakeholder Management
  • Manage external vendors, implementation partners, and other third-party delivery resources
  • Hold vendors accountable for delivery commitments, quality standards, documentation, testing, security, and support readiness
  • Partner closely with product owners, business stakeholders, and technical teams to ensure delivery aligns with approved priorities and intended outcomes
  • Surface delivery risks, scope concerns, and execution tradeoffs early to support informed decision-making


Required Skills

  • Bachelor's degree in Information Systems, Business, Finance, or related field
  • 16+ years of experience in enterprise applications, ERP delivery, business systems development, or related technology leadership roles
  • 6+ years leading large-scale ERP implementations, enterprise application transformations, or major cross-functional modernization efforts
  • 5+ years of people leadership experience leading teams responsible for enterprise applications, integrations, or business systems support
  • Strong Agile/Scrum leadership experience scaling delivery beyond a single team
  • Strong knowledge of enterprise SDLC and support practices, including documentation, requirements traceability, unit testing, integration testing, user acceptance testing, deployment, change management, and post-production support
  • Experience balancing break/fix support, operational demands, and planned development within the same team structure
  • Experience operating in SOX-controlled, security-sensitive, or otherwise regulated environments
  • Strong understanding of secure delivery practices and adherence to enterprise security standards
  • Strong knowledge of finance, accounting, and business operations workflows
  • Experience leading enterprise integrations and working across complex system and data dependencies
  • Hands-on experience or strong working knowledge of one or more of the following platforms:
  • Deltek Costpoint (8.x preferred)
  • Spectrum Contract Lifecycle Management (CLM)
  • ADP HRIS
  • Salesforce
  • Proven ability to influence and work effectively with senior stakeholders, product owners, PMO leaders, technical teams, and vendors


Desired Skills

  • Experience in government contracting or other regulated industries
  • Advanced Agile certifications such as A-CSM, SAFe SPC, Lean Portfolio Management, ICP-ACC, ICP-ENT, or equivalent
  • Agile, Scrum, or program management certifications
  • Experience leading ERP upgrades, platform modernization efforts, or cloud migrations
  • Experience with enterprise reporting, analytics, and cross-platform data flows
  • Experience with automation, RPA, ML, or AI-enabled enterprise workflows
