Job Description Position Summary ECS is seeking a Strategic Planning Specialist - Senior to support the Army National Guard (ARNG) ENOCS program. The selected candidate will play a pivotal role in shaping strategic communications and planning documents that align with ARNG CIO/G6 priorities. This position involves leading initiatives related to IT governance, data and digital reform, and enterprise architecture alignment. The specialist will be responsible for creating high-impact executive-level briefings and documentation that clearly communicate enterprise impacts and strategic recommendations to senior leadership. This role is crucial in ensuring that strategic products are analytically sound and aligned with authoritative guidance, thereby contributing significantly to the broader enterprise program.
Please Note: This position is contingent upon contract award. Responsibilities - Lead the development of strategic planning documents and communications that support ARNG CIO/G6 priorities.
- Draft executive-level PowerPoint briefings, Information Papers, and Executive Summaries for senior leadership.
- Ensure all strategic products are analytically rigorous and aligned with DoD directives and ARNG guidance.
- Collaborate with cross-functional stakeholders to validate policy alignment and produce decision-quality products.
- Oversee IT governance initiatives and data reform efforts to enhance enterprise architecture alignment.
- Manage IT investment management processes to support ARNG-wide strategic objectives.
- Develop CIO/G6 strategies and supporting documentation for senior civilian and military leadership.
- Ensure timely delivery of strategic products that articulate enterprise impacts and recommended courses of action.

- DoD 8140.03 Compliance: DoD Cyber Workforce Framework (DCWF) Work Role 722-Information Systems Security Manager at the Intermediate proficiency level
- Certifications (one or more required): CISSP-ISSAP, CISSP-ISSEP, CASP-CE, CCNP, CISA, CISP
- Education: BS degree in Information Technology, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering.
- Minimum of 8-10 years of progressive experience in enterprise IT strategy and governance within DoD or Federal environments.
- Proven experience in leading the development of strategic planning and communications products.
- Demonstrated ability to draft executive-level briefings and documentation for senior leadership.
- Experience coordinating with cross-functional teams to ensure policy alignment and product quality.
- Strong understanding of IT governance frameworks and enterprise architecture alignment.
Desired Skills Desired Qualifications - Clearance: Active Secret preferred
- Experience with ARNG or similar military IT environments.
- Familiarity with DoD directives and Army regulations.
- Strong analytical skills to assess enterprise impacts and strategic initiatives.
- Ability to manage multiple projects and meet established timelines.
- Experience in digital reform initiatives and IT investment management.
