Job Overview
We are seeking an experienced IT Project Manager to support the Workforce Information Technology Solution (WITS) and associated bureau technology initiatives in Florida. The ideal candidate will have strong experience managing complex, cross-functional IT projects, stakeholder engagement, project governance, risk management, and SDLC methodologies.
The Project Manager will oversee multiple medium-to-high complexity projects while ensuring projects are delivered on time, within budget, within scope, and in accordance with applicable Florida Administrative Code (F.A.C.) project governance standards.
Key Responsibilities
- Lead and manage multiple medium-to-high complexity IT projects concurrently.
- Manage project scope, schedule, budget, resources, quality, risks, issues, dependencies, and deliverables.
- Ensure project activities comply with applicable Florida Rules 60GG-1.001 through 60GG-1.009, F.A.C.
- Establish and maintain project governance, processes, methodologies, templates, and documentation.
- Develop and maintain project charters, project schedules, WBS, risk registers, communication plans, status reports, and other project artifacts.
- Monitor project performance, including schedule, cost, quality, productivity, milestones, variances, and trends.
- Manage change requests and conduct impact analysis related to scope, schedule, cost, resources, and project risks.
- Provide independent project oversight and assess overall project health, risks, issues, and progress against approved baselines.
- Develop risk mitigation, contingency, and issue-resolution strategies.
- Prepare and deliver weekly project status reports covering progress, performance, cost, quality, risks, issues, and mitigation activities.
- Coordinate with WITS leadership, bureau leadership, business stakeholders, vendors, technical teams, and enterprise stakeholders.
- Facilitate stakeholder meetings, executive briefings, training sessions, workshops, and presentations.
- Build strong relationships and influence stakeholders across organizational boundaries without direct authority.
- Support Program Managers and WITS leadership with technology initiatives, prioritization, planning, and project execution.
- Provide project management coaching, facilitation, training, tools, templates, and best-practice guidance.
- Apply PMBOK, Agile, Waterfall, and Hybrid project management methodologies based on project requirements.
- Apply Software Development Life Cycle (SDLC) and IT service management principles.
- Perform business analysis activities including requirements gathering, stakeholder interviews, process analysis, workflow documentation, process mapping, and requirements validation.
- Coordinate resource planning, including staffing, budget, equipment, vendor services, and technology requirements.
- Establish and monitor project quality standards, QA/QC processes, deliverable reviews, and continuous improvement activities.
- Serve as a liaison between business units, technical teams, WITS, bureau leadership, vendors, and external partners.
Required Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent professional experience.
- 7+ years of IT experience, including 7+ years managing complex cross-functional IT projects.
- Project Management certification or successful completion of a recognized project management curriculum.
- Experience managing projects involving multiple technologies and programmatic areas.
