Senior Business Analyst / Test Engineer (TS/SCI)

Location: Washington DC Metro Area / Northern Virginia (Hybrid or Onsite once a week onsite)
Clearance: Active TS/SCI required

Position Overview

We are seeking a Senior Business Analyst / Test Engineer to support mission-critical federal programs focused on system modernization, data integration, and digital transformation initiatives.

The ideal candidate brings a strong combination of business analysis, requirements management, and software testing expertise within Agile environments. This role will collaborate closely with stakeholders, developers, and program leadership to translate complex business needs into actionable requirements while ensuring high-quality system delivery through effective testing and validation.

This position requires experience working within federal programs, secure environments, and complex enterprise systems.

Key Responsibilities

Business Analysis

• Lead requirements gathering workshops with stakeholders, product owners, and technical teams.

• Translate business needs into functional requirements, user stories, and process documentation.

• Develop business process models, system workflows, and requirements traceability matrices.

• Collaborate with program leadership to support system modernization and digital transformation initiatives.

• Conduct impact analysis, data analysis, and process improvement assessments.

• Support backlog prioritization, sprint planning, and Agile ceremonies.

Testing & Quality Assurance

• Develop and execute test plans, test cases, and test scripts.

• Coordinate and support User Acceptance Testing (UAT) activities with business stakeholders.

• Perform functional, integration, regression, and system testing.

• Support test automation efforts using industry tools and frameworks.

• Track and manage defects using tools such as JIRA or similar platforms.

• Ensure systems meet performance, usability, and compliance requirements.

Program Collaboration

• Work closely with developers, architects, and DevOps teams to ensure requirements are clearly understood and implemented.

• Provide executive-level updates and reporting on project progress and risks.

• Support Agile delivery models including Scrum and SAFe frameworks.

• Assist with process improvement initiatives and documentation of system enhancements.

Required Qualifications

• Active TS/SCI clearance

• 5+ years of experience in Business Analysis, Systems Analysis, or Quality Assurance roles

• Experience supporting federal government programs

• Strong experience with Agile/Scrum methodologies

• Expertise in requirements gathering, user story development, and backlog management

• Experience supporting testing lifecycle activities including UAT and regression testing

• Experience with JIRA, Confluence, or similar collaboration tools

• Strong communication skills with the ability to engage both technical teams and executive stakeholders

Preferred Qualifications

• Experience supporting large-scale federal system modernization programs

• Experience with test automation frameworks (Selenium, JMeter, etc.)

• Familiarity with data analysis and reporting tools such as Power BI or Tableau

• Knowledge of CI/CD pipelines and DevOps environments

• Experience working in highly regulated or secure environments

Education

Bachelor’s degree in Information Systems, Computer Science, Business Administration, or related field (or equivalent experience).

Certifications (Preferred)

• Certified Scrum Master (CSM)

• Security+

• AWS Cloud Practitioner

• Certified Ethical Hacker (CEH)

• Other relevant Agile, QA, or security certifications
