- You will prepare cost estimates for modifications, task order awards, and claim evaluations.
- Review the scope of work, methods, schedules, drawings, and specifications against the Contractor's cost proposal to determine technical adequacy.
- Conduct detailed cost analysis of cost factors such as labor and material escalation, impacts, and time delays associated with complex schedules.
- Review contractor schedules, conduct time impact analysis following a time impact, and utilize time information to conduct negotiations.
- Conduct negotiations with contractors by written and oral means for contract modifications and other contract actions.
- Prepare pre-negotiation objectives within well-documented Pre-Negotiation Objective Memorandum (POM) for approval by Contracting Officers (ACO, KO, PCO).
- Negotiate change orders and modifications, utilizing both bottom-line and formulaic pricing methods as negotiation conditions warrant.
- Evaluate contractor and government daily reports for completeness and accuracy, including labor, payroll, schedule milestones, and equipment.
- Utilize construction management software such as, or similar to, Resident Management System (RMS) and Army Contract Writing System (ACWS).
- Review pre-award drawings, specifications, and other documents for biddability, constructability, and other quality control purposes.
- Accept or reject a contractor's workmanship, equipment, and materials based on conformance with contract documents and best practices.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes1) analyzing contractor cost proposals for civil works construction projects or military construction projects; AND 2) negotiating contract modifications, task orders, or change orders with contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
