The Program Manager serves as the senior executive point of accountability for the program and directs a multidisciplinary team of technologists, architects, subject matter experts, change management professionals, and data engineers responsible for deploying FAR/DFAR-compliant contract writing, requirements management, clause automation, vendor management, and source selection capabilities at enterprise scale.
The Program Manager owns the program execution strategy, coordinates all workstream leads and subcontractors, manages the government relationship at the senior stakeholder level, and ensures that scope, schedule, cost, and quality objectives are met across implementation, enablement, and sustainment phases.
This role is contingent upon the successful award of the contract. Any offer of employment is subject to contract award and funding availability.
Requirements:
- 10+ years of progressive IT program management experience on federal government contracts, including full lifecycle responsibility for large, complex programs.
- Demonstrated success managing enterprise digital transformation programs for federal civilian agencies, particularly within VA, HHS, or related health/financial management environments.
- Deep familiarity with VA acquisition and financial management systems, including legacy platforms and modernization initiatives.
- Experience managing multi-vendor programs incorporating COTS platform integrations (e.g., low-code BPM, data orchestration, AI/ML platforms).
- Proven ability to manage teams of 20+ FTEs across multiple workstreams, including subcontractor coordination.
- Strong working knowledge of federal acquisition regulations (FAR/DFARS), program management methodologies (PMI PMP, SAFe Agile), and Earned Value Management.
- Active PMP certification or equivalent program management credential required.
- Bachelor''s degree in Computer Science, Information Systems, Business Administration, or related field required; Master''s preferred.
Qualifications:
- Experience delivering programs leveraging low-code/data fabric platforms in federal environments.
- Familiarity with VA contract writing systems such as Electronic Contract Administration Management System (eCAMS), eCMS, or related financial management platforms.
- Prior experience navigating VA OIT governance, ATO processes, and enterprise integration requirements.
- Proven track record managing Agile delivery teams with Scrum/Kanban methodologies at scale.
- Experience supporting GAO or VA OIG audit readiness and responding to oversight findings.
Responsibilities:
- Serve as the primary point of accountability to the Contracting Officer''s Representative (COR) and senior VA stakeholders for all program execution activities.
- Develop and maintain the integrated program master schedule, ensuring alignment across all implementation phases (Implementation, Enablement, Sustainment, O&M).
- Lead program governance including weekly status reporting, monthly program reviews, and executive-level briefings to VA leadership.
- Oversee the full integration of Appian and Palantir platform capabilities into the VA acquisition environment, coordinating with subcontractor program leads.
- Manage scope, schedule, cost, and quality performance across all workstreams including interface development, data migration, testing, change management, and user provisioning.
- Establish and maintain risk and issue registers, driving timely mitigation strategies to protect delivery commitments.
- Lead contract modifications, CLIN management, and performance tracking against contract deliverables and acceptance criteria.
- Build and sustain trusted relationships with VA Office of Acquisition and Logistics (OAL), VA Office of Information and Technology (OIT), and Financial Services Center (FSC) stakeholders.
- Coordinate all subcontractor deliverables, quality reviews, and performance assessments.
- Ensure program compliance with VA security, privacy, and accessibility requirements throughout the contract period of performance.
- Provide direct mentorship and leadership development to workstream leads and other senior personnel on the program team.
- Support transition-in and knowledge transfer activities to ensure continuity and long-term sustainment success.
