Position Overview
The North Carolina Department of Health and Human Services (NCDHHS) is seeking an experienced AWS/Java/ETL Developer to support data modernization initiatives using cloud solutions on Amazon Web Services (AWS).
The selected candidate will work closely with data modernization teams within ITD and DPH to design, develop, implement, and manage AWS-based solutions that align with technical requirements and business objectives.
The ideal candidate will have strong hands-on experience with Java, J2EE, Spring, Hibernate, AWS services, ETL development, database technologies, application modernization, DevOps practices, and cloud-native development.
Key Responsibilities
Cloud & Application Modernization
Design, develop, test, and maintain Java-based cloud-native applications and backend systems.
Modernize legacy applications through refactoring, migration, and cloud-native development.
Utilize AWS services to build and manage enterprise-level Data Lakes.
Design application architectures using appropriate AWS services.
Monitor application performance and optimize solutions for cost, security, and reliability.
Ensure solutions follow established technical standards and best practices.
AWS Development
Work with AWS services including VPC, EC2, S3, Lambda, ECS, EKS, RDS, API Gateway, Glue Crawlers, and Athena.
Develop and manage cloud-based solutions supporting data modernization initiatives.
Build scalable and reliable AWS environments for enterprise applications and data solutions.
Java Development
Develop enterprise applications using Java and J2EE.
Build solutions using Java Spring Framework and Hibernate.
Develop, test, debug, and deliver applications within project timelines.
Participate in code reviews and maintain clean, efficient, and secure code.
Identify, analyze, and resolve technical issues and application challenges.
ETL & Data Engineering
Design, build, and maintain ETL pipelines.
Create AWS ETL jobs and data pipelines capable of processing high volumes of data.
Analyze data models and business requirements.
Work with transactional and relational database systems.
Develop complex SQL queries and perform database debugging and performance tuning.
Support data validation and ensure data accuracy and integrity.
Develop backend testing strategies to validate data processing and application logic.
Testing & Quality
Design, create, and execute test cases.
Perform backend testing to validate data processing and application functionality.
Query databases to verify that data is correctly inserted, updated, and deleted.
Collaborate with developers and business analysts to ensure comprehensive test coverage.
Identify and resolve defects and technical issues.
Collaboration & Delivery
Collaborate with stakeholders to gather requirements and recommend effective modernization strategies.
Work with product managers, business stakeholders, developers, and business analysts to refine requirements.
Participate in Agile/Scrum development activities.
Communicate effectively with cross-functional teams.
Ensure project deliverables meet established timelines, standards, and best practices.
Required Qualifications
8–10 years of software development experience.
5+ years of experience using AWS services such as:
VPC
EC2
S3
Lambda
ECS
EKS
RDS
API Gateway
Glue Crawlers
Athena
7+ years of hands-on Java/J2EE development experience.
Strong experience with Java Spring Framework and Hibernate.
5+ years of experience modernizing applications, including refactoring, migration, and cloud-native development.
5+ years of experience with modern database technologies and database migration/modernization strategies.
5+ years of experience with DevOps practices and automation tools.
3+ years of experience creating AWS ETL jobs and high-volume data pipelines.
Strong SQL skills, including complex queries, database relationships, debugging, and performance tuning.
Strong understanding of data modeling.
Experience working with transactional or relational database systems.
Strong communication and collaboration skills.
Experience working in Agile/Scrum environments.
Preferred Qualifications
Work Arrangement
Hybrid position based in Raleigh, NC.
Selected candidate must work onsite 3 days per week.
The onsite requirement is mandatory and non-negotiable.
