Position: Senior IT Program Manager
Location: Mechanicsville, VA 23111

Job Description: Senior IT Program Manager to lead a multi-methodology delivery portfolio (Agile, SAFe, Waterfall, Kanban). You'll collaborate with Release Train Engineers, Project Managers, Scrum Masters, and cross-functional teams to ensure on-time, on-budget delivery while aligning with governance, policies, and strategic goals. You will define and monitor program KPIs, manage risks and budget, and drive organizational change across initiatives. Strong leadership, stakeholder communication, and a deep hands-on PM toolkit are essential to succeed in a matrixed environment.
Key Responsibilities:
- Oversee multi-workstream IT initiatives and align with strategic goals
- Lead resource planning, delivery planning, and budget management
- Monitor critical path, risks, issues, and deviations; implement mitigation strategies
- Guide RTEs, Scrum Masters, and PMs on processes, governance, and change management
- Ensure compliance with policies, standards, and PM tooling (POL, MS Project Online, Azure DevOps, Power BI)
Must-Have Qualifications:
- 8+ years managing direct reports; 10+ years leading large, complex IT projects
- PMP certification or VITA PM certification
- 10+ years experience with Waterfall, Scrum/Agile, SAFe, and Kanban
- Proficiency with MS Project/Project Online, Project Server, SharePoint, Teams, Planner, Azure DevOps, Power BI
- Strong budgeting, forecasting, risk management, and KPI tracking
- Excellent communication, facilitation, and stakeholder management
Nice-to-Haves:
- Program Management or PgMP certification
- SAFe certification (SA, SSM, SASM, or RTE)
- Experience navigating highly matrixed environments
