Summary

ICF is currently seeking an On-Call Compliance Inspector capable of conducting inspections of family and adult residential centers and short and long-stay juvenile facilities to assure compliance with ICE residential/detention standards of care. As a Compliance Inspector you will apply your knowledge and experience to support the project team tasked with training, technical assistance, compliance, and programmatic support for the Juvenile Family Management Division (JFMD). JFMD is a dedicated, high-level operational unit within ICE created to manage issues related to noncitizen minors, young adults, and families. JFMD supports ICE's mission to enforce the nation's immigration laws by developing policies, tools, training, and other materials sensitive to the various vulnerabilities and needs of this population through coordination with federal partners, while focusing on the best interests of the children, young adults, and families. Included in this role is administering an independent compliance program that inspects family residential centers and short/long stay juvenile facilities.

This role will involve travel to inspection sites.

Key Responsibilities
  • Inspect JFMD family and adult residential centers and short and long-stay juvenile facilities to assure compliance with ICE residential/detention standards of care.
    • Conduct annual reviews of all ICE approved short-stay juvenile facilities.
    • Conduct remote inspections for under 72-hour facilities with fewer than 10 ICE juveniles annually.
  • After full completion of inspection, contractor shall prepare an inspection report in accordance with the JFMD template/checklist.
    • Provide inspection reports within 30 calendar days of completing each inspection.
    • Report serious compliance issues or events relating to life or safety issues to the ERO JFMD COR within 1 hour of observation.
  • Provide quality assurance and compliance reviews of other JFMD programs to include transportation operations, young adult case management, and others as appropriate.
  • Develop, review, and update inspection tools for programs as requested by the COR.
  • Provide recommendations on improving JFMD and the inspection process, including changes to ICE Standards that JFMD manages.
  • Provide analytical support of JFMD operations and trends, including trend analysis and detention standards analytical support as necessary.
  • Support the preparation briefings (PowerPoint format) of compliance reviews, as required.
  • Support the development of monthly and annual compliance reports as required.
  • Prepare responses to allegations of non-compliance and inquiries.

Basic Qualifications
  • 10 years of experience working in a state prison, local jail, federal prison, or similar experience conducting inspections.
  • A basic understanding of inspections and auditing techniques in detention related settings.

Preferred Qualifications/Skills
  • Bachelor's degree in criminal or juvenile justice, corrections, public administration, or sociology are preferred.
  • A basic understanding of PREA compliance.
  • Knowledge of migrant/refugee issues, particularly related to migrant families and unaccompanied children.
  • Prior work experience in a consulting environment.

$81,499.00 - $138,549.00
