Staff Tech is seeking an experienced Senior IT Program / Project Manager to lead large, complex enterprise technology initiatives. This position requires a highly experienced project leader who can manage multiple interconnected projects, coordinate cross-functional technical and business teams, oversee vendors, and drive projects from initial planning through successful production implementation.

 

The ideal candidate will have significant experience managing enterprise IT programs involving software implementation, systems integration, data management, cloud technologies, infrastructure, and COTS solutions.

 

This is an onsite position. Candidates should be local to the St. Paul/Minneapolis area and available to work onsite as required.

 

Responsibilities

  • Lead end-to-end project management for multiple complex and interconnected IT initiatives.
  • Define and manage project scope, goals, deliverables, schedules, milestones, and dependencies.
  • Develop, maintain, and manage detailed project plans and schedules using established project management tools.
  • Coordinate projects involving enterprise data management, systems integration, software implementation, infrastructure, and related technologies.
  • Manage multiple concurrent projects within a larger program or portfolio.
  • Identify, assess, track, and mitigate project risks, issues, assumptions, and dependencies and maintain accurate RAID logs.
  • Lead cross-functional teams that may include project managers, business analysts, software developers, technical teams, business owners, subject matter experts, and external vendors.
  • Coordinate activities across business and technical teams to ensure project requirements and objectives are clearly understood and achieved.
  • Manage stakeholder expectations and provide regular project communications, status reports, presentations, and executive-level briefings.
  • Facilitate resolution of project issues, stakeholder conflicts, competing priorities, and dependencies.
  • Manage vendor relationships and coordinate vendor activities and deliverables.
  • Monitor vendor performance and ensure deliverables align with contractual requirements, project schedules, and overall program objectives.
  • Maintain comprehensive project documentation, including project charters, project plans, schedules, status reports, RAID logs, and other required documentation.
  • Provide regular updates regarding project progress, risks, issues, dependencies, and required decisions to senior leadership.
  • Ensure projects are delivered on schedule, within scope, and within established budgets.

 

Required Qualifications

  • 7+ years of experience managing large, complex IT projects, preferably within a large-scale enterprise environment.
  • Demonstrated experience successfully delivering complex IT projects on schedule and within budget.
  • Experience managing multiple concurrent projects within a larger program or portfolio.
  • Experience managing projects in matrixed, cross-functional environments.
  • Experience leading internal and external project teams and stakeholders.
  • Experience managing software development initiatives using Agile, Waterfall, and hybrid methodologies.
  • Experience identifying, assessing, tracking, and mitigating project risks and issues, including maintaining RAID logs.
  • Strong understanding of IT systems, the software development lifecycle (SDLC), enterprise technology environments, and IT infrastructure.
  • Experience with vendor management, vendor accountability, and coordination of vendor deliverables.
  • Strong written and verbal communication skills with the ability to communicate effectively with technical teams, business stakeholders, vendors, and senior leadership.
  • Proficiency with project management and collaboration tools such as MS Project, Azure DevOps, Jira, and Confluence.
  • Proficiency with Microsoft Office, including Excel and PowerPoint.
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field.
  • PMP or equivalent project management certification.

 

Highly Desired Experience

  • Experience managing projects through procurement or RFP processes.
  • Experience implementing commercial off-the-shelf (COTS) enterprise solutions.
  • Experience with enterprise data management, data integration, data governance, analytics, or reporting initiatives.
  • Experience managing systems integration initiatives across multiple enterprise applications.
  • Experience with cloud computing, software development, IT infrastructure, and/or cybersecurity projects.
  • Experience with cloud environments and service models including SaaS, PaaS, and IaaS.
  • Experience with Microsoft Azure and/or AWS.
  • Experience with technology lifecycle management.
  • Experience supporting large-scale modernization or enterprise transformation initiatives.
  • Experience working within government, corrections, public safety, or another large public-sector environment is highly desirable.

 

Candidates must be able to work effectively in a complex enterprise environment involving multiple simultaneous initiatives, technical dependencies, vendors, business stakeholders, and competing priorities.
