OverviewGovCIO is currently hiring for a Requirements Manager to support modernization efforts. This position will be located in Hampton, VA on Joint Base Langley-Eustis and will be a fully onsite position.
ResponsibilitiesWe are seeking a Requirements Manager to work at the intersection of innovation and precision, ensuring every product and service we deliver is built on a foundation of clear and actionable, and well-managed requirements. This position is located at Langley Air Force Base, Hampton, Virginia.
Key Responsibilities
- Lead the requirements lifecycle; elicitation, analysis, documentation, and validation
- Work closely with business stakeholders to ensure requirements reflect true business needs, and strategic objectives
- Translate high-level concepts into detailed functional, non-functional, and technical requirements
- Maintain a robust requirements management framework, including traceability matrices, baselines, and version control
- Facilitate workshops, interviews and collaborative sessions to gather requirements
- Collaborate with project managers, architects, developers, and QA teams to ensure alignment and clarity
- Identify gaps, dependencies, risks and impacts associated with requirement changes
- Support the development of user stories, use cases, workflows, and acceptance criteria
- Ensure requirements adhere to regulatory compliance, and organizational standards
- Serve as a communication bridge between technical and non-technical stakeholders throughout the project timeline
- Excellent communication and interpersonal skills
- Ability to work in a fast-paced environment
QualificationsHigh School with 9+ years (or commensurate experience)
Required Skills and Experience
Clearance: TS/SCI
- DoD 8140 IAT Level II certification (Security+ CE, CCNA-Security, CySA+,CND, )
- Experience in developing and managing scope, objectives, and requirements
- Familiarity with agile and waterfall methodologies
- Proficiency with requirements management tools
Preferred Skills and Experience
- Strong problem-solving and decision-making capabilities
- Ability to prioritize tasks and meet project deadlines
- Experience with DOD Networks (NIPR, SIPR, JWICS)
