POSITION SUMMARY
Under limited supervision, serves as the Technical Service Coordinator, work in conjunction with the CIO/Director of the South Carolina Critical Infrastructure Cybersecurity (SC CIC) program. This position provides strategic leadership, oversight, and execution of cybersecurity and IT operations for both SC CIC and the Spartanburg County Sheriff’s Office (SCSO). The IT Coordinator is responsible for protecting critical infrastructure sectors across Spartanburg County as well as within the SCSO while ensuring the integrity, security, and operational continuity of the Sheriff’s Office's internal IT systems. This position exercises significant independent judgment, technical expertise, and leadership under high-pressure and mission-critical conditions. Reports to: Administrative 1st Lieutenant and the Software Systems Lieutenant.

ESSENTIAL DUTIES
Cybersecurity Operations & Threat Management
- Lead and manage SCSO cybersecurity operations, including SIEM management, endpoint detection and response (EDR), intrusion detection/prevention systems (IDS/IPS), vulnerability management, and mail security filtering systems.
- Ensure continuous monitoring and logging of system activity, privilege escalation attempts, network traffic, and indicators of compromise (IOCs) across the Sheriff’s Office and County technology environment.
- Serve as the technical escalation point for security alerts, cybersecurity incidents, digital forensic investigations, and breach response activities; ensure thorough documentation and timely resolution.
- Independently deploy, manage, measure, audit, and continuously improve system and network security controls.
- Conduct proactive threat hunting and oversee vulnerability remediation efforts.
- Enforce compliance with FBI CJIS Security Policy, NIST cybersecurity frameworks, and internal security standards.
- Serve as the Local Agency Security Officer (LASO) for NCIC connectivity, coordinating with the South Carolina Law Enforcement Division to ensure compliance with FBI CJIS and NCIC security requirements.
Strategic Cybersecurity Leadership – SC CIC & Critical Infrastructure
- Lead the design, implementation, and refinement of Spartanburg County cybersecurity services aligned with the SC CIC mission.
- Direct threat monitoring, incident response coordination, intelligence sharing, and technical assistance to South Carolina critical infrastructure sectors.
- Advise the CIO/SC CIC Director on emerging cybersecurity threats, trends, risk exposure, and mitigation strategies.
- Contribute to long-term strategic planning, cybersecurity capability maturity advancement, and infrastructure protection initiatives.
- Continuously evaluate the Sheriff’s Office security posture and implement improvements to reduce operational and legal risk.

IT Infrastructure & Network Administration
- Design, configure, deploy, and maintain the Sheriff’s Office network and security infrastructure.
- Oversee integration of the Detention Center Division into the Sheriff’s Office network architecture.
- Administer operational computer and network security systems, including:
o Wireless networks
o Firewalls
o Windows and Linux operating system security
o Antivirendpoint protection
o Network Access Control (NAC)
o Active Directory
o Virtual Private Networks (VPN)
- Maintain secure cloud, hosted service, and on-premise application environments using advanced security principles.
- Ensure proper configuration and management of Share Servers and access permissions.

ADDITIONAL JOB FUNCTIONS
- Direct and oversee daily help desk operations and end-user technical support services to ensure timely and effective resolution of technical issues.
- Ensure operational readiness, deployment, maintenance, and lifecycle management of laptops, desktops, tablets, mobile devices, and related peripherals.
- Oversee the installation, configuration, maintenance, security, and lifecycle management of all agency hardware and software systems.
- Maintain and repair Axon Enterprise body-worn camera (BWC) equipment and associated applications to ensure evidentiary integrity and operational reliability.
- Maintain and manage Motorola Solutions FLEX-related systems and associated public safety technology platforms.
- Administer user account provisioning and deprovisioning processes; ensure appropriate access controls are implemented and maintained in accordance with agency policy and cybersecurity best practices.
- Supervise, mentor, and evaluate assigned security analysts and IT personnel to ensure performance standards and operational objectives are met.
- Foster a culture of proactive threat hunting, cybersecurity awareness, technical excellence, accountability, and timely incident response.
- Develop staff competencies through structured training programs, professional certifications, and continuing education opportunities.
- Apply critical thinking and analytical skills to resolve complex technical, cybersecurity, and operational challenges.
- Collaborate effectively with end users, command staff, external partners, and other IT units to align technology solutions with agency needs.
- Manage relationships with technology vendors providing hardware, software, and professional services within the assigned area of responsibility.
- Monitor vendor performance, ensure Service Level Agreement (SLA) compliance, and address service deficiencies as necessary.
- Communicate complex technical concepts clearly and concisely to non-technical audiences.
- Prepare and deliver cybersecurity and IT briefings to the Sheriff, Command Staff, and County Council as required.
- Provide on-call technical support on a 24-hour, 7-day-a-week basis, when necessary, to ensure continuity of critical public safety operations.

MINIMUM TRAINING AND EXPERIENCE
- Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, or related field (or equivalent combination of education and experience).
- Minimum five (5) years of progressively responsible experience in information technology, systems administration, network management, or cybersecurity.
- Minimum two (2) years of supervisory or team leadership experience.
- Demonstrated experience managing enterprise hardware and software environments.
- Experience supporting mission-critical or 24/7 operational environments.
- Experience managing vendor contracts and Service Level Agreements (SLAs).
- Experience administering user identity management and access controls.
- Experience supporting public safety technology platforms preferred, including systems provided by Axon Enterprise and Motorola Solutions.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS
The position requires the ability to operate advanced office and criminal justice information systems, including, but not limited to, computerized Records Management Systems (RMS), CJIS-related databases, digital document imaging systems, multi-line telecommunications systems, scanning equipment, and secure file storage systems.

Work is primarily sedentary; however, the position requires sustained periods of concentration while reviewing detailed legal documents and electronic records. Must be able to exert up to ten (10) pounds of force frequently and lift and/or carry files, archived records, and evidence documentation weighing up to 20–30 pounds.
Requires sustained visual acuity and focus necessary to detect discrepancies, omissions, and legal deficiencies within detailed reports and records.

Advanced Data Analysis and Quality Control Responsibility: Requires the ability to critically analyze criminal justice documents for accuracy, completeness, statutory compliance, and procedural sufficiency.

This position is responsible for:
- Identifying legal deficiencies in arrest reports, warrants, and case documentation
- Ensuring mandatory reporting elements are present prior to record finalization
- Detecting inconsistencies that could affect court proceedings or case integrity
- Applying state retention laws and agency policy to records classification

The employee must exercise independent judgment when determining whether documentation meets statutory and agency standards prior to dissemination or archival. Errors at this level may expose the agency and county to legal liability, suppression of evidence, or non-compliance findings.

Interpersonal Communication and Regulatory Interface: Requires the ability to communicate
professionally and authoritatively with:
- Sworn deputies and investigators
- Command staff
- Prosecutors and court personnel
- Attorneys
- External law enforcement agencies
- Members of the public

The position requires discretion when handling sensitive and confidential information and the ability to explain statutory limitations on record release in accordance with state public records law and CJIS Security Policy.

Compliance, Accreditation, and Risk Management Responsibility: This position directly supports compliance with standards established by the Commission on Accreditation for Law Enforcement Agencies and CJIS Security Policy requirements.

Responsibilities include:
- Assisting with internal records audits
- Maintaining documentation required for accreditation reviews
- Ensuring records management processes align with written directives
- Identifying and reporting procedural deficiencies
- Participating in corrective action implementation
Failure to properly perform these functions may result in accreditation findings, audit deficiencies, or exposure to civil liability.
