Project Manager, Workforce Planning Strategy
Contract | 1 Year + Extension


Position Overview
This role leads the planning, coordination, and execution of workforce planning initiatives across the organization. The Project Manager partners with Finance, HR, Talent Acquisition, and Business Operations to drive headcount strategy, operationalize workforce programs, and ensure cross-functional alignment. The position requires strong project leadership, structured thinking, and the ability to manage multiple workstreams in a fast-paced environment.

Duties & Responsibilities
Workforce Planning Program Management
  • Own end-to-end project management of workforce planning programs, including scope, timelines, milestones, and stakeholder communications.
  • Develop and maintain project plans, RACI matrices, risk logs, and status reports for all active workforce planning workstreams.
  • Coordinate headcount planning cycles, tracking targets versus actuals by capability, job level, site, and initiative group.
  • Partner with Talent Acquisition, Finance, and leadership to structure requisition intake workflows and align hiring with strategic priorities.
  • Support Tech Pyramid leveling, site strategy, and workforce mix optimization initiatives with structured project delivery.
Stakeholder Engagement & Reporting
  • Lead regular status meetings, executive briefings, and cross-functional working sessions to maintain alignment and decision velocity.
  • Build and maintain dashboards and reporting that connect headcount, investment, and execution insights for leadership.
  • Communicate project risks, blockers, and tradeoffs clearly to executive sponsors and key decision makers.
  • Ensure data accuracy and consistent definitions across workforce and financial reporting to support tradeoff discussions.
Process Improvement & Change Management
  • Drive adoption of new workforce planning processes, tools, and operating rhythms across Finance and Planning teams.
  • Partner with HR, Product, Engineering, Finance, and BizOps to ensure cross-functional alignment on funding and workforce initiatives.
  • Identify process inefficiencies and lead the design of scalable solutions, including tooling, templates, and automation.

Skills
Project Management
  • Demonstrated experience managing complex, cross-functional projects with multiple stakeholders and competing priorities.
  • Proficiency with project management methodologies (Agile, Waterfall, or hybrid) and tools such as Jira, Asana, or Smartsheet.
  • Strong structured problem-solving and analytical capabilities with the ability to connect workforce data to business strategy.
Communication & Influence
  • Comfortable presenting to and engaging with hiring managers, executive sponsors, and senior leadership.
  • Ability to drive alignment and influence outcomes across cross-functional teams without direct authority.
Tools & Systems
  • Experience with project management platforms such as Jira, Asana, Smartsheet, or equivalent.
  • Familiarity with workforce planning tools, headcount tracking, and data governance processes.
  • Experience with dashboarding tools such as Tableau, Qlik, or AI-enabled analytics tools.
  • Strong Google Sheets modeling capability and proficiency across Google Workspace tools.
  • Comfortable leveraging AI-enabled tools to streamline reporting workflows and improve data maturity.
Stakeholder Management & Change Leadership
  • Proven track record managing stakeholders across Finance, HR, Talent Acquisition, and Product/Engineering.
  • Experience leading change management efforts and driving adoption of new processes, tools, and operating models.
  • Comfortable navigating ambiguity and adapting quickly in fast-moving environments with shifting priorities.

Education & Experience
  • Bachelor’s degree in Business Administration, Human Resources, Finance, or a related field.
  • 5–8+ years of experience in project management, workforce planning, BizOps, or a related field.
  • PMP certification or equivalent project management credentials strongly preferred.
  • Experience in a large-scale technology organization supporting portfolios of 1,500+ employees with approximately 30% contingent workforce mix strongly preferred.
