Summary
Mission of the Florida Department of Law Enforcement (FDLE): Promote public safety and strengthen domestic security by providing services in partnership with local, state, and federal criminal justice agencies to prevent, investigate, and solve crime while protecting Florida’s citizens and visitors
In 1982, Florida Legislature funded the first state Missing Endangered Persons Information Clearinghouse (MEPIC) in the nation
MEPIC system has added functionality over the years to comply with legislation and assist FDLE members in issuing alerts and streamlining communication about missing persons
Current MEPIC system requires replacement with database re-design and programming in newer technology
New system to include web screens aligned with current business needs rather than constraints of the 1983 system design
Upgraded technology to better assist in the recovery of missing persons
Description of Major Duties & Deliverables:
FDLE requires services of Systems Analysts under the direction of FDLE supervisor and Project Manager for the MEPIC Technology Upgrade Project approved by a Legislative Budget Request (LBR)
Systems Analyst participates in designing a new system meeting customer requirements, including interfaces with internal and external FDLE systems
Project team: Project Manager, two Business Analysts/Quality Analysts, four Systems Analysts
Objective: Deliver upgraded MEPIC system meeting LBR requirements within LBR timeframe
Systems Analyst Responsibilities:
Knowledgeable in all areas of system development and business processes to develop new system within FDLE’s Java/Angular programming environment and SQL 2019 database
Code system to meet functional and non-functional requirements using JADs for detailed design
Communicate and coordinate with stakeholders, Project Manager, and project team for successful implementation
Plan, organize, integrate, and implement requirements with system interfaces, scheduled processes, functions, and features
Adhere to FDLE Project Control Processes, Procedures, and Change Control
Identify and resolve technical issues
Plan deployment and implementation
Provide technical leadership within project team and to internal/external stakeholders
Collaborate with stakeholders to understand project requirements
Develop and execute test plans to ensure system functions as expected
Document system design, developed code, and test results
Report progress clearly and accurately to Project Manager
Transform requirements gathered in Joint Application Development (JAD) sessions into application components
Coordinate effectively with FDLE ITS staff to support project
Work with Missing Persons & Offender Enforcement Division (MPOE), Enforcement & Investigative Support (EIS) Bureau Leadership, and MEPIC members throughout SDLC

Documented Design Documents
Technical contributions to the System Security Plan
Documented application components with positive and negative test scenarios
Immediate identification of issues with recommendations to mitigate
Adherence to project scope as identified by LBR and Project Manager
Assist Project Manager in documenting Action Items, Decisions, and optimal design
Design and document application workflows and technical details
Contribute to Operations & Maintenance Plan
Knowledge transfer to FDLE ITS MEPIC Maintenance Team
