This Project Manager will be responsible for a multi-yearmodernization project, which will be highly complex, require extensive changeand vendor management skills, and experience with Microsoft DevOps. This role worksclosely with DTMB Agency Services management and technical teams, Agencybusiness stakeholders and teams, and the Office Retirement Services (ORS) EPMOProgram team in the delivery of the project while meeting or exceeding customerexpectations.
TheProject Manager (PM) leads the modernization project team responsible forachieving the project objectives. The PM plans, manages, and communicatesproject activities ensuring the project is delivered according to the projectscope, schedule, and budget as defined in the project charter. Adopting the ORSculture of collaboration across all teams will be integral to the success ofthis position and the project. ORS relies on Agile Scrum self-managed teams,which require a servant leader PM to be successful.
General responsibilities:
· Accountablefor monitoring and communicating project progress by actively managing thecost, schedule, scope, resources, quality, and risks.
· Understandsbusiness and technical objectives of a project and works closely with ProductOwners.
· Accountableand responsible for clear, timely, and accurate communications withstakeholders, particularly the Modernization Steering Team, project teammembers, program manager, and Agency/DTMB management, on the status of theproject, using appropriate communication methods.
· Accountablefor efficient and effective ongoing communication with the vendor throughoutthe project lifecycle.
· Responsiblefor providing leadership and fostering collaborative participation between thetechnical and business teams by obtaining consensus and gaining commitment.Advocates as necessary to ensure project success.
· Preparesreports for the Modernization Steering team regarding the status of the projectand presents status of projects in regularly scheduled program steeringmeetings.
· Responsiblefor working with the project team members to develop and maintain key SUITEProject Management Methodology (PMM) deliverables throughout the projectlifecycle.
· Responsiblefor actively evaluating the project to anticipate, identify, evaluate, andmitigate project risks and issues. Escalates risks and issues to Program team when needed.
· Responsiblefor ensuring the project adheres to the Change Management process (ChangeRequests) when the project deviates from the approved scope, schedule, orbudget. This includes ensuring all Change Requests have appropriate approvalbefore action is taken or information is updated.
· Responsiblefor creating project Corrective Action Plans (CAP) when necessary for projectsin yellow or red status.
· Responsiblefor understanding the project benefits and the impact of change requests to thebenefits business cases. Responsible forensuring related project artifacts are updated accordingly.
· Responsiblefor project team adherence to IT governance activities.
· Responsiblefor understanding project interdependencies and ensuring appropriate and timelydiscussions and actions occur when a project change may have an impact.
· Responsiblefor completion of the project tailoring process to determine the PMM and SEMdeliverables for the project.
· Responsiblefor reviewing and understanding vendor contracts to actively manage the vendordeliverables and adherence to the vendor deliverable approval procedure.
· Facilitatesinteractions among stakeholders by clarifying the expectations of allparticipants and ensuring all deliverables are assigned, reviewed, andcompleted.
Skills :
Required Qualifications:
· 5+ years of experience managing projects withbudgets greater than $20 million.
· 5+ years Agile Scrum experience (documented inresume).
· Past 5 years of experience must be as a ProjectManager working on IT Projects.
· Documented experience managing an IT project ina large, complex enterprise-governed IT ecosystem.
· Passion for collaboration and working in a teamenvironment.
· Experience working with other project managersto ensure technology integration between systems.
· Must be local to Lansing, Michigan area (within1 hour). Work will be Tuesday and Wednesday in office. Monday, Thursday, andFriday can be remote (non-negotiable).
· Provide name and US telephone number of threeprofessional references that can speak to IT project management experience.
· Address on Michigan driver’s license will beverified prior to interview.
Preferred Qualifications:
· 1+ years of Microsoft DevOps experience
Previous state government experience highlydesired
