Overview
The Project Manager will lead complex, high impact initiatives focused on enterprise technology and business transformation. This role is responsible for delivering hybrid Agile projects, including large-scale application migration and modernization efforts, while ensuring alignment with organizational strategy, regulatory requirements, and stakeholder expectations. The ideal candidate brings strong leadership capabilities, experience navigating legacy environments, and a proven ability to drive modernization and change across cross functional teams.
Responsibilities
- Lead the delivery of complex, high-impact hybrid agile initiatives, ensuring alignment with organizational strategy and driving cross-functional collaboration.
- Manage the application migration and modernization project, overseeing transition from legacy systems to new operational environments to improve efficiency, reduce costs, and ensure business continuity.
- Develop and present executive-level project updates and presentations to stakeholders.
- Facilitate collaboration among business leaders, product owners, and technical teams to meet project goals.
- Lead Agile ceremonies including sprint planning, reviews, retrospectives, and daily stand-ups.
- Coach and mentor junior project managers and project staff to enhance delivery capabilities.
- Support enterprise-wide planning and systems integration efforts, ensuring compliance with policies and regulations.
- Manage multiple high-impact projects simultaneously, demonstrating strong leadership and coordination skills.
- Oversee contract negotiations, vendor management, and adherence to state procurement and fiscal policies.
Requirements - Minimum of 5 years of experience leading complex, large-scale projects with multiple dependencies and moderate-to-high levels of risk.
- Demonstrated experience managing application migration, system modernization, or legacy platform transformation initiatives.
- Strong background delivering projects using hybrid Agile methodologies, with the ability to adapt Agile practices to enterprise or regulated environments.
- Proven ability to lead cross-functional teams including business stakeholders, technical teams, vendors, and executive sponsors.
- Experience managing the full project lifecycle, including initiation, planning, execution, risk mitigation, and project closeout.
- Proficiency with Agile and project management tools such as Microsoft Planner (Premium), JIRA, or similar platforms.
- Bachelor’s degree in business, public administration, information systems, or a related field, or equivalent professional experience.
- Strong communication, leadership, and problem-solving skills, with the ability to clearly convey technical information to non-technical audiences.
- Ability to manage multiple concurrent initiatives in a fast-paced, evolving environment.
Preferred Qualifications - PMP, SAFe, or other recognized project or Agile certification.
- Experience supporting large-scale initiatives within state government or public sector environments, including familiarity with governance models, policies, and oversight structures.
Knowledge of state or public-sector procurement, fiscal controls, budgeting cycles, and compliance requirements. - Experience managing vendors, system integrators, or consulting partners in accordance with public-sector contracting standards.
