Data Governance Liaison

Role Summary

The Data Governance Liaison will serve as the primary coordination point between the delivery team and data governance, legal, and partner organizations. This role ensures that data sharing, usage, and integration activities are aligned with policy, privacy, security, and compliance requirements, while supporting an Agile delivery model.

The Liaison enables timely onboarding of external verification sources by managing governance dependencies, clarifying data access constraints, and translating governance requirements into actionable inputs for the product backlog. This role is essential to ensuring that verification integrations are legally sound, operationally feasible, and delivery ready.

Key Responsibilities

Data Governance & Compliance Coordination

Act as the primary point of contact between the delivery team and:

Data governance bodies
Legal and privacy teams
External data-owning partner organizations

Support the development, review, and execution of data sharing agreements (DSAs) and related documentation
Ensure data usage aligns with statutory authority, program intent, and privacy constraints
Track and communicate governance requirements, conditions, and limitations to the delivery team

Integration Readiness & Partner Engagement

Coordinate with external data providers to support integration readiness, including:

Approved data elements
Data refresh frequency
Usage restrictions and retention requirements

Ensure alignment between governance approvals and technical integration approaches
Support phased onboarding of verification sources in alignment with funding cycles and delivery priorities

Traceability & Documentation

Maintain traceability between:

Policy authority
Data sharing agreements
Approved data elements
Implemented integrations

Ensure governance decisions and constraints are clearly documented and accessible
Support audit, compliance, and reporting needs related to data usage

Required Skills & Experience

Governance & Coordination (Required)

Experience working with data governance, privacy, or compliance frameworks
Demonstrated ability to coordinate across legal, policy, technical, and program teams
Experience supporting or managing data sharing agreements or similar artifacts
Strong organizational and stakeholder management skills
Ability to translate governance requirements into clear, actionable guidance

Preferred / Nice-to-Have Skills

Experience in government, healthcare, or human services environments
Familiarity with HIPAA or similar privacy frameworks
Experience supporting system integrations or data exchanges
Familiarity with Agile delivery models and backlog-driven planning
Experience working with enterprise or cross-agency initiatives
Experience supporting systems or initiatives aligned with federal guidelines or compliance-driven programs, such as HR1 (Work Requirements), CMS, or similar policy-driven efforts
