Summary

Executive Summary

We are transitioning our IT Procurement and Strategic Sourcing function from an outsourced model to a high-performance, internal Center of Excellence. We are seeking a visionary "Builder" to lead this transition. You will be responsible for insourcing all IT procurement activities, designing an end-to-end RFP framework, and managing a multi-cloud supply chain (AWS, Azure, Oracle) that supports our digital transformation across the US and Canada.

Key Responsibilities

1. Insourcing & Strategy Development

Function Design: Lead the end-to-end transition of procurement activities from external partners to an internal team; establish internal workflows, approval hierarchies, and procurement policies.
Strategic Planning: Collaborate with Senior IT Leadership to align the 3-year IT roadmap with a multi-cloud, multi-provider supply chain strategy.

2. RFP Excellence & Sourcing

RFP Framework: Own the Request for Proposal (RFP) process from end-to-end. Develop standardized templates (RFI, RFP, RFQ) and technical evaluation criteria for all IT categories.
Competitive Bidding: Execute large-scale RFPs for Cloud, SaaS, Hardware, and Telecom, ensuring transparent "best value" selection.
Cloud Migration Sourcing: Execute complex contracts with Amazon AWS, Microsoft Azure, and Oracle tailored to specific migration and stakeholder needs.

3. Supplier Relationship Management (SRM)

Global Ecosystem: Manage relationships with Tier-1 partners (IBM, Microsoft, AWS, Oracle, Verizon, Cisco, Dell) and Global SIs (Infosys, Wipro).
Gartner Benchmarking: Develop a Supplier Scorecard utilizing Gartner IT benchmarks; lead Quarterly Business Reviews (QBRs) to drive performance and innovation.
Contract Lifecycle: Establish and manage Master Services Agreements (MSAs) for critical business areas, including Finance, HR, and Supply Chain.

4. High-Value Negotiations

Deal Architecture: Negotiate complex, long-term global agreements with a focus on TCO (Total Cost of Ownership), liability protection, and exit strategies.
Cross-Functional Synergy: Act as the primary liaison between IT, Legal, Finance, and Cyber Security to ensure deal compliance and risk mitigation.

Required Skills & Qualifications

Experience: 10+ years in IT Strategic Sourcing or IT Procurement.
"Builder" Track Record: Proven experience building or insourcing a procurement function in a mid-to-large enterprise.
Negotiation Mastery: Direct experience negotiating 8-figure deals with Tier-1 Cloud (AWS/Azure) and SaaS providers.
RFP Proficiency: Expert-level knowledge of structuring technical RFPs for Managed Services and Cloud Infrastructure.
Education: Bachelor’s degree in Engineering, Business, or Supply Chain; MBA or JD highly preferred.
Location: Must be based in or willing to relocate to Exton, PA (local market knowledge of the life sciences/tech corridor is a plus).
