Business Intelligence Architect III (Data & Reporting Analyst)

Position Summary

The Data & Reporting Analyst will support complex data initiatives for Wisconsin''''''''s Medicaid and FoodShare programs. This role will work closely with stakeholders and MMIS vendors to gather requirements, develop reports, perform data analysis, ensure regulatory compliance, and provide technical documentation.

Key Responsibilities

Analyze, develop, implement, and maintain complex standard and ad hoc reports.
Use SQL and SAS to extract, manipulate, and validate data from Medicaid Enterprise System (MES) and Income Maintenance (IM) databases.
Gather and document business and reporting requirements.
Translate policy and regulatory requirements into technical specifications.
Perform report testing, validation, and quality assurance.
Create system documentation, data flows, user guides, and work directives.
Lead small to medium-sized projects and coordinate with stakeholders and vendors.

Required Skills & Experience

Strong Business Analysis and Requirements Gathering experience.
Experience with SQL, SAS, data reporting, and analytics.
Knowledge of Data Warehousing, ETL, Data Integration, and Data Modeling.
Experience with relational databases such as Oracle, SQL Server, DB2, MySQL, or SAS.
Experience with reporting tools such as SSRS, SAS, or MS Access.
Experience with data visualization tools such as Power BI, Tableau, or SAS Visual Analytics.
Strong testing, documentation, and stakeholder management skills.
Experience with business process mapping and process improvement initiatives.

Preferred Experience

3–5 years supporting State Medicaid, MMIS, or healthcare systems in areas such as:
- Provider Management
- Member Eligibility & Enrollment
- Claims & Encounters
- Benefit Administration
- Financial Services
- Data Warehouse / Decision Support Systems
- Pharmacy Benefit Management
- Program Integrity & Utilization Management
CBAP Certification preferred.
