Overview:

We are seeking a highly skilled Senior Mainframe COBOL, CICS Application Developer to join our dynamic team. In this role, you will be responsible for the design, development, maintenance, and optimization of mission-critical legacy mainframe systems. You will work closely with business analysts, testers, and IT operations to ensure the reliability, performance, and security of the DCAMS mainframe systems particularly those supporting HUD Title I and Generic Debt processing in accordance with GAAP.

Key Responsibilities:

  • Analyze system and business requirements to develop effective technical solutions.
  • Design and document specifications for COBOL, CICS, JCL, and VSAM-based applications.
  • Develop and maintain COBOL/CICS applications to support transaction processing.
  • Ensure high availability and responsiveness in mainframe environments.
  • Write, test, and deploy JCL modules and COBOL programs for batch and online processing.
  • Troubleshoot and resolve issues across existing mainframe applications.
  • Monitor system performance, identify inefficiencies, and implement enhancements.
  • Maintain and upgrade SFTP connection credentials and connectivity.
  • Create and execute test plans to validate application functionality and data integrity.
  • Maintain accurate system and operational documentation, including user manuals and runbooks.
  • Collaborate with business and technical teams to meet project goals and timelines.
  • Ensure development practices align with DCIA standards and regulatory guidelines.

 

Specific Duties:

  • Execute and refresh development/acceptance environments weekly.
  • Test system upgrades and SFTP/connect direct connections.
  • Perform DCAMS configuration management and release tasks.
  • Support nightly batch job verification and daily processing report generation.
  • Provide ad-hoc and backup support for analysts and system functions.
  • Research technical issues and support analytical problem-solving.

Qualifications Required:

  • 7+ years of experience in mainframe development using COBOL, CICS, JCL, and VSAM.
  • Bachelor’s degree in accounting, Computer Science, Information Technology, Business
  • Strong understanding of mainframe transaction and batch processing.
  • Experience with GAAP as applied to federal loan/debt programs (e.g., HUD Title I).
  • Proficiency in performance tuning and problem diagnosis on mainframe systems.
  • Excellent communication and documentation skills.
  • Must have federal experience
