Overview
DecisionPoint seeks a Senior Business Intelligence Analyst (Subject Matter Expert) to lead enterprise-level analytics, process transformation, and stakeholder engagement in support of the Department of Defense Casualty and Mortuary Affairs (CMA) mission. This position will translate operational needs into data-driven solutions that improve readiness, case management efficiency, and decision visibility. The Business Intelligence Analyst (SME) will serve as a trusted advisor to government leadership, leading requirements analysis, performance reporting, and sustainment of critical mission systems.

Duties & Responsibilities
- The Business Intelligence Analyst (SME) will:
- Engage directly with CMA stakeholders to gather and validate business and functional requirements that enhance mission support systems.
- Lead requirements elicitation, mapping As-Is and To-Be business processes to identify operational gaps and opportunities for data-driven improvement.
- Coordinate communications, training, and stakeholder engagement to ensure consistent understanding and adoption of system enhancements.
- Develop and maintain traceability matrices linking requirements to deliverables and sustainment milestones.
- Design, test, and deploy automated reporting dashboards to visualize operational metrics and readiness indicators for leadership.
- Conduct mission mapping to integrate data and analytics capabilities across CMA sub-functions (e.g., casualty case tracking, mortuary operations, family liaison support).
- Ensure alignment between analytics outputs and enterprise data governance, configuration management, and quality assurance frameworks.
- Support continuous process improvement by developing performance baselines, trend analyses, and actionable recommendations.
- Collaborate with technical teams to translate user needs into functional BI products, ensuring scalability and compliance with security standards.
Clearance Requirement:
- Must hold an active Secret clearance.
Education:
- Bachelor's degree in Data Analytics, Business Administration, Information Systems, or a related discipline.
Experience:
- Minimum 10 years of experience supporting data analytics, business process improvement, or enterprise requirements management for defense or federal programs.
Technical Knowledge:
- Proficiency with Power BI, Tableau, or other BI tools for dashboard and metric visualization.
- Experience conducting requirements analysis, mission mapping, and process modeling using tools such as Visio, Jira, or Confluence.
- Knowledge of Casualty and Mortuary Affairs operations, mission workflows, and DoD human capital systems preferred.
- Understanding of data governance, report automation, and performance management frameworks.
Certifications (Preferred):
- Certified Business Analysis Professional (CBAP) or PMI-PBA.
- Microsoft Certified: Data Analyst Associate or equivalent.
- ITIL Foundation or Lean Six Sigma Green Belt.
Skills:
- Strong analytical and problem-solving abilities.
- Excellent facilitation and communication skills, especially with executive stakeholders.
- Demonstrated success managing multi-agency collaboration and complex process documentation.
- Ability to transform data into mission insight and sustain ongoing process maturity.
