Director of Business Development - Law Enforcement to work in our
Arlington, VA office.
ECS Federal is seeking a results-driven Business Development Director to lead growth across our Federal Law Enforcement portfolio, with emphasis on the Department of Justice (DOJ), Drug Enforcement Administration (DEA), and associated components.
This leader will be responsible for identifying, shaping, and capturing new business opportunities aligned to ECS's capabilities in cybersecurity, data analytics, digital transformation, and mission IT supporting law enforcement and investigative missions.
The ideal candidate brings a proven track record of winning and capturing complex federal opportunities, established relationships across DOJ/DEA, and a deep understanding of law enforcement mission priorities and acquisition environments.
Key Responsibilities: Strategic Growth Leadership - Develop and execute a targeted growth strategy for DOJ, DEA, and related law enforcement agencies
- Build and maintain a qualified pipeline aligned to annual bookings and revenue objectives
- Identify emerging mission priorities and align ECS offerings to evolving agency needs
Opportunity Identification & Capture - Lead the full business development lifecycle from early opportunity shaping through contract award
- Develop win strategies, value propositions, and competitive positioning for priority pursuits
- Drive teaming strategies, including partnerships with large and small business collaborators
- Support and/or lead capture efforts for high-value, complex procurements
Client Engagement & Mission Alignment - Establish and grow relationships with senior government leaders, program managers, and acquisition officials
- Position ECS as a trusted partner supporting law enforcement, investigative, and intelligence-driven missions
- Engage in industry events, DOJ/DEA forums, and customer meetings to expand ECS visibility
Market & Competitive Intelligence - Conduct ongoing analysis of competitors and procurement trends
- Identify and influence opportunities early in the acquisition lifecycle
- Shape requirements and acquisition strategies to align with ECS strengths
Cross-Functional Collaboration - Partner with delivery, technical, and innovation teams to develop differentiated, mission-aligned solutions
- Work closely with capture, pricing, contracts, and proposal teams to drive successful submissions
- Support executive reviews, gate decisions, and strategic planning activities
Required Skills - Bachelor's degree (Master's preferred in Business, Public Administration, Technology, or related field)
- 16+ years of federal business development experience, with focus on DOJ, DEA, or federal law enforcement agencies
- Demonstrated success capturing and winning $50M+ federal contracts, including IDIQs and task orders
- Strong, existing relationships within DOJ components (e.g., DEA, FBI, ATF, USMS, etc.)
- Deep understanding of federal procurement processes and contract vehicles
Desired Skills - Experience supporting law enforcement, investigative, or intelligence mission systems
- Familiarity with DOJ-specific contract vehicles and GWACs
- Background in ECS core capabilities: cybersecurity, cloud, data analytics, AI/ML, or digital modernization
- Active security clearance (Secret or higher preferred)
