Project Manager 3 (Senior Project Manager – Agile)

Position Overview:
The Senior Project Manager will report to the Director of the Information Technology (IT) Program Management Office (PMO). This role is responsible for leading Agile software development teams through the full Software Development Life Cycle (SDLC) to deliver mission-critical applications supporting the State of Texas educational system and legislative priorities. The position requires advanced project management expertise, strong leadership capabilities, and the ability to exercise independent judgment.

Project Scope:
The selected candidate will lead the application team responsible for building a 1st–3rd grade supplemental grant program and developing a statewide IEP module within an existing application.

Key Responsibilities:

• Direct, develop, and evaluate Agile/Scrum processes to ensure process consistency and predictable delivery
• Monitor deliverable quality and drive continuous improvement initiatives
• Build strong relationships with agency leadership, product owners, project teams, and external partners
• Manage stakeholder expectations and ensure satisfaction
• Lead problem management, issue resolution, and risk identification/mitigation
• Optimize cycle time and improve value-added delivery
• Articulate and align application and technology roadmap with strategic goals
• Coordinate project initiation and planning activities
• Ensure compliance with state budget and project management standards

Minimum Required Qualifications:

• 8+ years working with software application teams
• 8+ years of direct project management experience
• 8+ years of experience working with state budgets
• 8+ years of experience with Scrum methodology and Project Management Life Cycle
• 4+ years of experience using Jira
