Background:
The Department is undertaking analysis and re-engineering of its learning management tools, techniques, processes, and content to meet future organizational goals and performance expectations. The position serves as a trusted advisor for executives, managers, and key contact bringing their years of experience to bear on strategy development, project management, product and proposal evaluation, and facilitation of meetings with various professional levels, such as executives, subject matter experts, and external partners. Work includes, but is not limited to, aligning strategic objects to implementation actions, developing design elements, evaluating service models for employee career development, proposing operational framework, preparing project documentation, evaluating project milestones and deliverables, preparing supporting documents for procurement, developing performance measures, and conducting gap analyses during implementation.
The undertaking will be a phased approach with continuation contingent upon scope of work needed and contract staff performance.
5. Education
Bachelor’s or master’s degree in computer science, Information Systems, Business Administration, or other related field, or equivalent work experience.
6. Experience
A minimum of 10 years of IT and business work experience with a broad range of exposure to various technical environments and business segments. At least 3 years of experience with managing team(s) responsible in strategic planning, business development or client management and working with a broad range of diverse and complicated business units. Must possess very strong business acumen.
7. Primary Job Duties / Tasks
Candidate responsibilities:
• Serve as strategic interface with a mix of professional subject matter experts and university partners leading to a proposal for a highly respected transportation infrastructure training approach.
• Facilitate meetings with stakeholders and subject matter experts to define scope and expectations leading to desired outputs and outcomes.
• Review proposed frameworks, modules, simulations and material related to the proposals to mitigate risks and leverage opportunities.
• Review proposals for alignment with FDOT content requirements, outputs and outcomes
• Evaluate scope, milestones, deliverables, and communication protocols to ensure success and proved value to business units.
• Provide high-value strategic consulting level support and guidance through key initiatives.
Communicate decisions, priorities and relevant project information to appropriate levels of staff regarding business unit requests, projects and initiatives.
• Evaluate information received from multiple resources and synthesize to most relevant findings and value for organizational transformation.
• Compare proposals to industry research on trends, educational tools, and materials.
• Evaluate program modules, review participant and facilitator feedback, and use information to recommend refinements. Synthesize findings into written reports.
• Develop success factor metrics for evaluation of pilot project content and delivery.
• Recommend actions and products to support and sustain a long-term program, including and not limited to manuals, guidelines, process maps, and system documentation.
• Prepare information into executive level briefing documents. Support briefings as needed and present findings and options.
Facilitate the planning and execution of business changes through the use of technology. Serves a lead role in enabling the business to achieve their objectives.

Advanced skills with Microsoft products: Outlook, Word, Excel, and PowerPoint.

Skill in performing QA reviews and provide valuable feedback in determining that standards are met and that documents are complete and comprehensive.
