Overview
Our Client is seeking a Senior Data or Systems Engineer to support a large government contractor on a long-term federal healthcare technology program. This role will support a Health-related initiative focused on improving the connection between healthcare data, readiness data, electronic health records, clinical decision support, and operational readiness visibility.
The project supports a federal health IT program connected to the government healthcare ecosystem. The broader mission is to improve how medical readiness data is connected to healthcare records, readiness assessments, provider workflow, and leadership visibility across the armed services. The program is expected to run for approximately three years for the selected personnel.
Responsibilities:
Serve as the primary technical lead supporting the government contractor s program team.
Provide technical product support, systems analysis, data architecture support, and value engineering recommendations.
Review and analyze healthcare-readiness system designs for function, reliability, quality, interoperability, and lifecycle cost effectiveness.
Support data dependency mapping, data flow analysis, and architecture mapping across systems, stakeholders, and readiness data sources.
Partner with business analysts, project control analysts, stakeholder managers, and government SMEs to translate mission needs into technical requirements.
Support development and maintenance of system requirements specifications, product backlogs, requirements traceability matrices, data dependency registers, data gap analyses, data sharing trackers, and architecture maps.
Work within Agile sprint cycles to support requirements refinement, sprint planning, backlog grooming, demonstrations, retrospectives, and acceptance criteria.
Support alignment between the value veam, development teams, data services, cybersecurity, testing, product support, and government stakeholders.
Help identify risks, technical dependencies, data gaps, decision points, and remediation actions.
Support monthly program management reviews and quarterly executive briefings with technical input, status updates, and decision support.
Ensure technical artifacts are maintained in government-approved tools such as JIRA, Confluence, SharePoint, or equivalent platforms.
Support compliance with applicable data governance, privacy, controlled unclassified information, and federal healthcare data requirements..
Required Skills & Experience
Bachelor s degree in Engineering, Architecture, Computer Science, Information Systems, Data Architecture, Systems Engineering, or a related technical field.
8+ years of relevant technical experience in systems engineering, data engineering, data architecture, technical program support, health IT, or federal technology programs.
3+ years in cloud-based data engineering environments.
Familiarity with data architecture and/or government healthcare infrastructure.
Familiarity with cloud architecture, preferably in a federal, defense, healthcare, or regulated environment.
Minimum 4 years of experience working with Agile requirements.
Experience with requirements management tools such as JIRA, IBM Jazz, Rational tools, Confluence, or similar platforms.
Strong technical problem-solving ability.
Ability to perform cost-benefit analysis, value analysis, value methodology, or technical trade-off analysis.
Experience producing or supporting technical artifacts such as system requirements, product backlogs, requirements traceability matrices, data flow diagrams, architecture maps, data dependency registers, or technical decision logs.
Strong written and verbal communication skills, including the ability to brief technical and non-technical stakeholders.
Strong understanding of enterprise data architecture, data modeling, metadata management, and healthcare data ecosystems.
Familiarity with DHA infrastructure, MHS GENESIS ecosystem, and current cloud architectures (AWS, Azure, DoD Cloud, IL4/IL5 environments preferred).
Experience designing and maintaining data pipelines, ETL/ELT processes, data warehouses, and cloud-based analytics platforms.
Knowledge of healthcare interoperability standards such as FHIR, HL7, CDA, and integration with EHR systems is preferred.
Experience with SQL and modern data technologies (Python, Spark, Databricks, Snowflake, Azure Data Factory, AWS Glue, etc.).

Experience supporting one or more of the following is preferred:
o PEO DHMS programs
o DHA initiatives
o Military Health System (MHS) projects
o Electronic Health Record modernization efforts
o Other DoD healthcare programs
Experience supporting government health IT programs (ideal)G .
Familiarity with DoD acquisition frameworks or artifacts such as JCIDS, Adaptive Acquisition Framework, CDD, CNS, or related acquisition documentation.
Experience with electronic health records, medical readiness, operational medicine, clinical decision support, healthcare data interoperability, or readiness data platforms.
Understanding of NIST 800-171, HIPAA, Privacy Act, CUI handling, cybersecurity coordination, or federal data governance.
Experience supporting AI-enabled, prototype, modernization, or rapid application development programs.
Experience working as part of an embedded program management or Value Team supporting government leadership.
