Everforth ECS is seeking a Remote Project Manager who lives in close proximity to the National Capital Region (NCR) to join a premier, enterprise-scale cybersecurity program supporting a major federal civilian agency.

Please Note: This position is contingent upon contract award.

This flagship initiative unifies 24x7x365 Security Operations (SOC), proactive threat hunting, and advanced Security Engineering and Architecture into a cohesive defensive mission. As a key leader on this program, you will drive the protection of highly sensitive, national-level financial and personally identifiable information (PII). You will be at the forefront of modernizing the agency's cyber posture, implementing advanced automation, and ensuring continuous operational resilience across a massive, highly complex federal IT enterprise.

Position Responsibilities:
  • Manage, coordinate, and establish priorities for the complete life cycle of Information Technology projects, including planning, design, programming, testing, and implementation of solutions designed to meet project requirements.
  • Determine project needs and acquire the resources required for project success.
  • Design project plans that identify needs and define major tasks and milestones based on scope, resources, budget, and personnel.
  • Utilize Agile methodologies to initiate, plan, execute, monitor, and close projects.
  • Define project scope and schedule, breaking large projects into manageable sequences that enable the team to complete tasks efficiently.
  • Manage day-to-day execution of technical projects across SOC, CDM, CI/CD, and engineering teams.
  • Lead Agile ceremonies including sprint planning, backlog grooming, and stakeholder demos.
  • Oversee the development of required project documentation (e.g., charters, CONOPS, requirements, design documents, implementation plans, test plans, schedules, etc.).
  • Track milestones, risks, and deliverables across engineering and operations teams.
  • Assign program tasks, track timely task completion, and communicate / mitigate task delays.
  • Coordinate with federal stakeholders to align technical execution with business goals and compliance requirements.
  • Experience with planning, management, leadership, coordination, budgeting, customer contact and execution of large-scale and complex projects.
  • Oversee substantial IT operations encompassing user systems, integration, deployment, and training activities across diverse operating environments with employees of varying job categories and skill levels.
  • Serve as a trusted liaison between client personnel and technical teams, facilitating clear communication and timely issue resolution.
  • Present project status, risks, and recommendations to both technical teams and senior government officials in a clear, actionable format.

Required Skills

  • U.S. Citizenship required.
  • 7+ years of experience supporting Information Technology in a Project Manager capacity.
  • Remote but within close proximity to the NCR.
  • Active Public Trust 6c clearance, or the ability to obtain and maintain one.
  • Active Project Management Professional (PMP) certification - mandatory.
  • Strong technical understanding of Information Technology, Identity and Access Management (IAM), and AWS GovCloud systems and services.
  • Project management proficiency with the knowledge, skills, tools, and techniques required to implement services within the IT Infrastructure Library (ITIL Foundation) framework.
  • Demonstrated experience managing Agile development teams and understanding how enhancements, defects, or other requests impact application architecture.
  • Expert knowledge of recent technological advances in computer science and engineering.
  • Excellent written and verbal communication skills, including experience presenting material to senior government officials.
  • Demonstrated ability to communicate and collaborate effectively with key managers and functional experts, including internal service delivery teams, client project teams, external service providers, and subcontractors, to assess current-state environments, interpret contract requirements, and develop and gain approval for project scope, schedule, cost, and quality management plans that drive successful technical solution delivery.
  • Demonstrated experience executing, monitoring, and managing projects to successful, high-quality, and on-budget completion.
  • Experience with cybersecurity environments including, but not limited to, CDM, SOC, DevSecOps, vulnerability management, and cloud-native tools.

Desired Skills

  • Experience supporting continuous monitoring programs and coordinating POA&M remediation tracking.
  • Prior experience working on large-scale federal civilian agency programs with complex stakeholder environments.
  • Familiarity with ITIL service management practices and experience integrating ITSM tools into project workflows.
  • Experience managing cross-functional teams in hybrid SOC and engineering environments.
  • Ability to provide strategic guidance that enhances and optimizes an agency's overall IT and cybersecurity posture.
