Summary

Position Overview

We are seeking an experienced IT Delivery Manager to lead the successful delivery of enterprise application development projects within a healthcare organization. This individual will oversee multiple technology initiatives, manage cross-functional development teams, and ensure applications and solutions are delivered on time, within budget, and in alignment with business objectives.

The ideal candidate will bring a strong background in application development delivery, Agile methodologies, and technical team leadership. This role requires the ability to partner with business stakeholders, software engineers, architects, product owners, and quality assurance teams to deliver scalable, secure, and reliable technology solutions.

The Delivery Manager will play a critical role in supporting application modernization, system integrations, and digital transformation initiatives within a complex healthcare technology environment.

Application Development & Delivery Management

  • Lead end-to-end delivery of enterprise application development projects, including requirements, design, development, testing, implementation, and production deployment.
  • Manage multiple concurrent software development initiatives, ensuring adherence to timelines, budgets, and quality standards.
  • Oversee the Software Development Life Cycle (SDLC) and ensure consistent application of delivery best practices.
  • Partner with technical architects, development leads, and engineering teams to ensure successful solution design and implementation.
  • Manage project risks, dependencies, resource constraints, and technical challenges.
  • Coordinate application releases, system enhancements, upgrades, and production deployments.
  • Support application modernization, cloud migration, and enterprise system integration initiatives.

Technical Leadership & Resource Management

  • Lead cross-functional teams of software developers, business analysts, QA engineers, DevOps engineers, and technical architects.
  • Manage resource planning, team capacity, project assignments, and delivery commitments.
  • Coordinate onshore, offshore, and third-party development teams.
  • Work closely with engineering leads to remove technical roadblocks and improve development efficiency.
  • Promote accountability, collaboration, and continuous improvement across delivery teams.

Agile Delivery & Process Improvement

  • Drive Agile delivery practices, including sprint planning, backlog refinement, sprint reviews, and retrospectives.
  • Collaborate with Product Owners and Scrum Masters to establish priorities and maintain delivery schedules.
  • Monitor delivery metrics, including sprint velocity, cycle time, defect rates, and release predictability.
  • Support Agile, Scrum, Waterfall, and hybrid delivery methodologies.
  • Identify opportunities to improve development processes, automation, and operational efficiency.

Healthcare Technology & Compliance

  • Support delivery of applications and integrations across healthcare business and technology platforms.
  • Partner with business and technical teams to ensure solutions meet healthcare operational requirements.
  • Ensure application delivery follows applicable security, privacy, and regulatory requirements, including HIPAA.
  • Collaborate with security, compliance, and infrastructure teams to protect sensitive healthcare information.
  • Support integration initiatives involving healthcare data, APIs, and enterprise systems.
  • Ensure appropriate testing, documentation, and change management processes are followed.

Stakeholder Management & Governance

  • Serve as the primary delivery contact for business stakeholders, technology leadership, and project sponsors.
  • Translate business requirements into actionable technology delivery plans.
  • Communicate project status, milestones, risks, dependencies, and resource needs to senior management.
  • Manage stakeholder expectations and resolve competing business and technical priorities.
  • Oversee delivery budgets, resource forecasts, vendor commitments, and project expenditures.
  • Establish and maintain delivery governance, reporting standards, and performance metrics.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • 8+ years of IT experience, including application development, software engineering, technical project management, or technology delivery.
  • 5+ years of experience managing application development projects or technical delivery teams.
  • Demonstrated success delivering complex enterprise software applications.
  • Strong understanding of application development, SDLC, software architecture, and release management.
  • Experience leading Agile development teams and managing multiple concurrent projects.
  • Working knowledge of APIs, databases, cloud technologies, and enterprise application integrations.
  • Experience managing distributed technical teams and external vendors.
  • Proficiency with Jira, Azure DevOps, Confluence, or comparable delivery management tools.
  • Strong resource planning, budgeting, risk management, and stakeholder communication skills.
  • Ability to collaborate effectively with technical teams and senior business leadership.

Preferred Qualifications

  • Experience working within healthcare organizations, health insurance, pharmacy benefit management (PBM), or related regulated industries.
  • Understanding of healthcare technology environments, including claims processing, member services, provider systems, or clinical applications.
  • Familiarity with healthcare interoperability standards such as HL7 and FHIR.
  • Previous hands-on experience as a Software Developer, Technical Lead, or Application Development Manager.
  • Familiarity with Java, .NET, Python, or other enterprise development technologies.
  • Experience with AWS, Microsoft Azure, or Google Cloud.
  • Knowledge of DevOps, CI/CD pipelines, automated testing, and modern software engineering practices.
  • Experience with application modernization, cloud migration, and digital transformation.
  • PMP, Certified Scrum Master (CSM), SAFe, or related certification.

Ideal Candidate

The ideal candidate is a technically knowledgeable delivery leader with a proven ability to manage complex application development initiatives in a large enterprise environment.

This individual must be comfortable working directly with development teams, understanding technical challenges, managing delivery commitments, and communicating effectively with business stakeholders.

Success in this role requires ownership of application delivery outcomes, strong technical judgment, and the ability to drive execution across multiple development teams not simply tracking project schedules.
