Program Control Analyst - IT Migration

Role Summary

The Program Execution Control Analyst provides operational and execution oversight for large-scale, multi-team IT initiatives. This role is accountable for maintaining delivery integrity across complex programs. The analyst acts as the execution backbone ensuring plans are actionable, dependencies are explicit, risks are controlled, and leadership has decisiongrade visibility into delivery health.

REQUIREMENT - 5-7 YEARS RELEVANT EXPERIENCE

Execution & Delivery Fundamental Knowledge

• PMI-aligned methodologies (PMBOK, Agile, Hybrid)
• Large-scale schedule management techniques
• Change control and configuration management processes
• RAID management frameworks and structured escalation models

Tools & Platforms

• Proven experience using enterprise planning and tracking tools such as: Microsoft Project, Smartsheet, Jira / Confluence, Azure DevOps

Skills

• Integrated planning and dependency management across complex programs
• Risk identification, aggregation, and prioritization
• Schedule variance analysis and mitigation planning
• Stakeholder coordination across technical and business teams
• Clear, concise communication of delivery health and execution risks to leadership
• Data quality enforcement and governance

KEY RESPONSIBLITIES

Execution Planning & Control

• Maintain the Integrated Project Plan (IPP) as the single system of record for deliverables, dependencies, sequencing, and milestones
• Maintain dependency mapping across teams, applications, deliverables and migration waves
• Identify early indicators of schedule slippage and delivery instability
• Propose mitigation strategies and execution tradeoffs proactively
• Enforce plan integrity by ensuring status, dependencies, and RAID data are accurate, current, and decisionready
• Establish execution structure where processes, ownership, or data maturity is lacking

RAID Lifecycle Management

• Maintain RAID registers, Facilitate RAID review and prioritization sessions
• Drive structured escalation of blockers using defined governance paths
• Ensure all risks, assumptions, issues, and dependencies are traceable to the delivery plan

Schedule & Delivery Management

• Apply schedule management techniques including critical path analysis, dependency management, and resource leveling
• Monitor baseline variance and trend analysis across delivery waves
• Validate handoffs between teams to prevent execution and coordination failures

Problem Classification & Resolution

• Distinguish and address: Execution issues, Coordination issues, Structural issues
• Drive corrective actions aligned to the root cause, not symptoms

Operational Discipline & Reporting

• Maintain plan hygiene under pressure with disciplined update cycles
• Execute repeatable cadences (daily RAID scrubs, weekly baseline and variance reviews)
• Enforce consistent data entry and reporting standards across distributed teams
• Surface risks early before they become issues
• Deliver concise, actionable, decisiongrade status to leadership
