Position Overview

The Cyber Security Engineer (CSE3) provides cybersecurity engineering and Risk Management Framework (RMF) support to the PMS 339 Surface Training Systems Program Office. This role supports cyber planning, cybersecurity engineering, assessment, and compliance activities across Navy training systems and associated networks. The position works closely with program leadership, cybersecurity stakeholders, and technical teams to ensure systems maintain authorization to operate (ATO), security compliance, and continuous monitoring readiness. The Cyber Security Engineer plays a critical role in strengthening the cybersecurity posture of Navy training programs through engineering analysis, validation, and risk mitigation activities.

As a Cyber Security Engineer supporting PMS 339, you will help protect the training systems that prepare Sailors to operate the Navy's most advanced ships and combat systems. Your work will directly support cybersecurity engineering, risk management, and accreditation activities that ensure Navy training environments remain protected against evolving cyber threats.

Your expertise will help ensure training systems can operate securely while delivering ready, relevant learning to the Fleet-supporting Sailors as they prepare for real-world operations. You help defend the digital infrastructure that trains the warfighter.

Responsibilities

Cybersecurity Engineering
  • Provide Information Systems Security Engineer (ISSE) / Information Systems Security Officer (ISSO) support for Navy training systems.
  • Support system cybersecurity engineering activities across the training system lifecycle.
  • Assist program teams in implementing cybersecurity requirements within system architectures.
  • Evaluate cybersecurity controls to ensure compliance with Navy and DoD policies.

RMF & Authorization Support
  • Support Risk Management Framework (RMF) Assessment and Authorization (A&A) activities for PMS 339 systems.
  • Assist with development and maintenance of ATO packages and RMF artifacts.
  • Support preparation of cybersecurity documentation, engineering artifacts, and network diagrams used during RMF evaluations.
  • Coordinate cybersecurity lifecycle management activities with government stakeholders.

Cyber Risk & Vulnerability Management
  • Perform cybersecurity assessments and risk analysis to identify vulnerabilities within training systems.
  • Conduct vulnerability scanning, security testing, and control validation.
  • Track cybersecurity risks through Plan of Action and Milestones (POA&M) processes.
  • Ensure vulnerabilities are documented, mitigated, and resolved through continuous monitoring activities.

Security Control Assessment
  • Conduct annual security reviews and testing of security controls across supported systems.
  • Evaluate the implementation and effectiveness of cybersecurity safeguards.
  • Validate compliance with applicable Navy cybersecurity requirements and security control frameworks.

Navy Qualified Validator (NQV) Support
  • Provide support for Navy Qualified Validator (NQV) activities related to RMF Step 6 continuous monitoring.
  • Conduct cybersecurity validation reviews and security control assessments for system accreditation.

Cyber Planning & Program Support
  • Support the Cyber Principal Assistant Program Manager (PAPM) with cyber planning activities.
  • Assist with development of:
    • Cyber policies
    • Technical reports
    • cybersecurity briefings
    • meeting minutes and program documentation.
  • Maintain cybersecurity schedules and track cybersecurity portfolio activities.

Required Qualifications

Minimum Requirements
  • Bachelor's degree in Cybersecurity, Computer Science, Engineering, Information Systems, or related technical field
  • 3+ years of experience
  • Experience supporting DoD cybersecurity engineering or RMF accreditation
  • Ability to obtain a Secret clearance/Interim Secret Security Clearance

Certifications

Personnel performing cybersecurity functions must meet DoD cybersecurity workforce certification requirements in accordance with DoD Manual 8140.3 for their designated role within 9 months of hire.

  • Cybersecurity engineering support for DoD systems
  • RMF Assessment & Authorization processes
  • Security control testing and validation
  • Cyber risk analysis and vulnerability management

Desired Qualifications

Preferred Qualifications
  • Experience supporting NAVSEA or Navy training systems programs
  • RMF engineering experience supporting ATO / A&A packages
  • Experience supporting Navy Qualified Validator (NQV) activities
  • Knowledge of DoD cybersecurity policy frameworks

Specialized Experience Preferred
  • Navy training systems or acquisition program experience
  • Continuous monitoring and vulnerability scanning tools
  • Cybersecurity architecture or network engineering experience

Certifications (Preferred)
  • CISSP - Certified Information Systems Security Professional
  • Security+
  • Certified Ethical Hacker (CEH)
  • Certified Information Security Manager (CISM)
  • CAP - Certified Authorization Professional
  • GIAC Cyber Security Certifications
  • DoD 8140 / 8570 compliant certifications

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
