Summary
Key Responsibilities
Strategic Planning & Modernization
- Develop and maintain the overall modernization roadmap and implementation strategy.
- Assess current-state business processes, technology landscape, organizational readiness, and modernization opportunities.
- Identify project risks, dependencies, and executive decision points.
- Recommend phased implementation strategies for procurement, business transformation, and organizational change.
Procurement & Vendor Management
- Lead procurement planning and strategy development.
- Prepare and coordinate:
- Requests for Information (RFI)
- Requests for Proposal (RFP)
- Statements of Work (SOW)
- Support vendor evaluations, contract negotiations, and selection processes.
- Establish vendor governance, accountability, and performance metrics.
Governance & Stakeholder Management
- Coordinate activities across business, procurement, finance, policy, and technology teams.
- Facilitate executive-level meetings and strategic decision-making.
- Develop governance models, reporting structures, escalation processes, and communication plans.
- Prepare executive presentations, status reports, and strategic recommendations.
Program Readiness
- Develop foundational project documentation, including:
- Project Charters
- Work Plans
- Risk Registers
- Issue Logs
- Governance Frameworks
- Implementation Plans
- Identify staffing requirements and future resource models.
- Support business process improvement initiatives and future-state operating models.
- Prepare the organization for transition from planning into implementation.
Required Qualifications
- Extensive experience leading large-scale digital transformation or technology modernization initiatives.
- Proven experience managing complex technology procurements.
- Strong background in:
- RFP development
- Vendor evaluations
- Contract negotiations
- Multi-vendor environments
- Experience with project management and organizational change management methodologies.
- Demonstrated success facilitating executive-level governance and stakeholder engagement.
- Excellent written, verbal, and presentation skills.
- Ability to work independently with minimal supervision while delivering high-quality work products.
Preferred Qualifications
- Experience within Human Services, Child Care, Public Assistance, Licensing, Eligibility, Grants Management, or Government Programs.
- Experience modernizing legacy enterprise systems.
- Familiarity with:
- Cloud-based platforms
- Agile delivery methodologies
- Modular procurement strategies
- Experience establishing governance structures for enterprise modernization programs.
Expected Deliverables
Within the first year, the consultant will:
- Establish the modernization strategy and roadmap.
- Develop procurement documentation and vendor engagement strategies.
- Build governance and reporting frameworks.
- Deliver foundational planning artifacts.
- Prepare the program for implementation.
Within the first 24 months:
- Successfully transition the modernization program into implementation.
- Support delivery of the first implementation phase with selected vendors.
