OnBase Technical Lead

We are seeking an OnBase Technical Lead to serve as the principal technical authority and functional architect for OnBase ECM enterprise solutions at the Pennsylvania Department of Treasury. This hands-on leadership role directs the development team in architecting, configuring, coding, and optimizing complex OnBase WorkView applications, Workflow processes, and Unity Client configurations.

• Location: Harrisburg, PA 17120 (219 Finance Building)
• Work Arrangement: Remote (Occasional travel to Harrisburg, PA may be required)
• Role Type: Contract (10/05/2026 – 12/31/2026, budget approved through 06/30/2027 with ongoing 6-month extensions)
• Interview Process: Initial Teams Virtual Interview (requires photo ID verification and 360° room pan), followed potentially by an In-Person Interview in Harrisburg, PA
• Security & Background Requirement: Mandatory state-issued background check (PATCH for PA residents or official state-level background check for out-of-state candidates). US-based work only; taking state equipment outside the US is strictly prohibited.

Key Responsibilities

• Enterprise Solution Architecture: Serve as functional architect and technical lead, designing and coding scalable enhancements for legacy and new OnBase applications.
• OnBase WorkView & Workflow Configuration: Architect, configure, and optimize complex OnBase WorkView applications, dynamic Workflow rules, actions, and decision structures.
• Unity Client & Integration Management: Deploy interface strategies and oversee Unity Client configurations to streamline document management and user interaction across enterprise business units.
• Development Team Leadership: Lead the development group through all phases of the SDLC, including requirements gathering, design reviews, code quality checks, unit testing, and deployment.
• Support & Maintenance: Perform root-cause analysis, troubleshoot production outages, resolve critical application issues, and mentor staff on OnBase configuration best practices.

Required Skills & Qualifications

• OnBase Application Development: Proven track record leading, developing, and enhancing enterprise-level OnBase platform applications.
• OnBase WorkView & Workflow Mastery: Deep technical expertise in configuring, designing, and optimizing OnBase WorkView components and automated Workflows.
• OnBase Unity Client: Demonstrated proficiency in configuring and leveraging the Unity Client for custom business applications.
• Education: 4-year college degree in Computer Science, Information Technology, or equivalent technical discipline.

Preferred Qualifications

• Certifications: Active OnBase Certified System Administrator (OCSA), OnBase Certified Workflow Engineer (OCWE), or OnBase Certified WorkView Specialist (OCWV) certifications.
• Public Sector Experience: Prior experience delivering Enterprise Content Management (ECM) solutions within state treasury or public finance agencies
