The job opportunity
We are seeking a Senior Applications Developer who thrives on solving complex technical challenges and building systems that connect people, data, and technology across government. In this role, you will engineer, design, implement, and manage enterprise integration solutions that support statewide systems and cross-agency initiatives. You will create scalable, reusable, and extensible solutions designed from an enterprise perspective and built to work across a variety of source and target systems. You will also serve as a key technical leader and subject-matter expert for OFM, partnering with technical teams across state agencies to solve enterprise integration challenges, develop integration strategies and roadmaps, and establish standards and best practices that support reliable, sustainable solutions.

You will bring advanced technical expertise in designing and implementing near-real-time messaging and data exchange solutions for mission-critical applications. This includes developing integration workflows using technologies such as Informatica PowerCenter, MQ, and related platforms. To be successful in this role, you need strong collaboration skills, the ability to mentor and support highly technical staff, and a passion for building innovative solutions that improve how systems and organizations work together across state government.
What you'll work on
  • Design application and near-real-time data integration solutions; integrating. state enterprise mission-critical applications data, such as AFRS, HRMS, and data warehouses between each other and with applications maintained from other state agencies.
  • Develop code to integrate data between disparate applications built on different platforms and technologies, and build integration workflows using Informatica PowerCenter.
  • Create scripts in a variety of scripting languages, such as MS Batch, Python, and VBScript, to aid in orchestrating data and application integration solutions.
  • Write and maintain code in multiple languages for web services (SOAP and REST) and APIs, allowing other agency systems to access statewide data stores, utilizing knowledge of XML, WSDLs, XSDs, and JSON.
  • Consume web services and APIs exposed by various vendors/SAAS solutions to integrate enterprise data.
  • Translate application requirements into functioning code for application integration; determine and design data integration application architecture.
  • Utilize a variety of integration tools to include SQL Server Integration Services (SSIS), IBM WebSphere MQ, Informatica Data Integration Hub (DIH), Informatica PowerExchange, and other technologies as appropriate.
  • Use SQL to code, build, and modify database objects that support application integration solutions, including tables, constraints, and stored procedures, and use software development methods and tools for source control and release management of data application objects.
  • Build web service definition language (WSDL) documents to define the request and response of the web service.
  • Perform ongoing maintenance and support of the agency's enterprise integration solutions.
  • Perform in-depth code and quality assurance reviews for both new application integration solutions and enhancements to existing solutions.
  • Conduct real-time root cause analysis in response to production issues, applying application coding and troubleshooting skills and experience in various tools and disciplines, including SQL, database systems, data integration, web services, SAP, and VSAM (mainframe).
  • Monitor production application data exchanges and ensure the timely delivery of data, files, and messages.
  • Analyze and resolve complex application integration problems.
  • Determine and recommend overall design for application integration solutions.
  • Research and explore innovative options to establish integration standards for data, application templates, and processes.

What we need you to bringRequired Qualifications:
  • Advanced knowledge of enterprise integration architecture, middleware, ETL/ELT processes, APIs, messaging systems, and enterprise data flows.
  • Experience designing integrations for mission-critical enterprise systems in large organizations or government environments.
  • Advanced experience with SQL, Python, REST/SOAP web services, Informatica PowerCenter/DIH/IICS, SSIS, IBM MQ, PowerShell or scripting languages, database programming, and source control/release management tools.
  • Advanced troubleshooting and root-cause analysis experience involving distributed systems, databases, middleware, APIs, transaction processing, and enterprise applications. Experience supporting high-availability systems and resolving time-sensitive production failures.
  • Advanced experience performing systems analysis, requirements translation, technical consultation, impact analysis, and solution evaluation in large enterprise environments. Ability to communicate technical concepts to both technical and non-technical audiences.
  • Experience with Software Development Lifecycle methodologies, change management, deployment coordination, code reviews, integration standards, documentation practices, operational monitoring, and process improvement initiatives.
  • Demonstrated leadership in enterprise technology initiatives, mentoring or guiding technical teams, influencing architectural decisions, and collaborating across agencies, divisions, vendors, and stakeholder groups. Strong interpersonal, facilitation, and relationship-building skills.
  • The ability to take action to learn and grow.
  • The ability to meet the needs of others.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
