The Revenue Cycle Policy Analyst (Senior Consultant) will support the Defense Health Agency (DHA) Uniform Business Office (UBO) Support Contract, developing the enterprise policy, compliance, and standardization framework for back-end revenue cycle operations, spanning billing and follow-up, at more than 130 Military Treatment Facilities (MTFs). This role develops enterprise standard operating procedures (SOPs), internal controls, and policy updates that standardize revenue cycle operations and strengthen compliance and audit readiness. The Senior Policy Analyst works with DHA UBO leadership, MTF stakeholders, the UBO Process Action Team (PAT), and the program team to translate enterprise priorities into clear, compliant, and executable policy and procedure.

This role is contingent upon the successful award of the contract. Any offer of employment is subject to contract award and funding availability.

Responsibilities:

  • Develop enterprise SOPs: author and maintain standardized standard operating procedures, job aids, and workflows for back-end revenue cycle operations, spanning billing and follow-up.
  • Design internal controls: define and document internal control mechanisms, control points, and updates to the UBO compliance checklist to support audit readiness.
  • Lead policy development and updates, drafting, updating, and reconciling DHA UBO policy, guidance, and business rules that support standardized operations.
  • Translate enterprise standards into execution, defining policy, procedure, and control requirements across the enterprise and shared-service levels.
  • Ensure regulatory and compliance alignment, aligning policies with DoD and DHA mandates, federal financial statement audit requirements, and applicable payer rules.
  • Conduct policy and compliance analysis, assessing current-state policies and procedures, identifying gaps, and recommending standardized updates.
  • Define roles, responsibilities, and decision rights, documenting accountability across enterprise and shared-service levels to support consistent execution and governance.
  • Coordinate stakeholder review, facilitating policy review and approval cycles with DHA UBO leadership, the PAT, and MTF stakeholders.
  • Produce policy deliverables and briefings, developing compliance documentation, policy summaries, and briefings tailored to senior DHA military and civilian audiences.
  • Provide policy and compliance expertise to the program team, guiding junior analysts and ensuring quality and consistency across policy work products.

Required Skills & Experience:

  • 7+ years of healthcare revenue cycle policy, compliance, or operations experience in a federal or commercial setting.
  • Strong knowledge of the healthcare revenue cycle (charge capture, billing, collections, denials, and compliance) and how these functions interact across an enterprise.
  • Demonstrated experience developing SOPs, internal controls, and policy and procedure documentation for standardized operations.
  • Experience designing or assessing internal controls and supporting audit readiness.
  • Knowledge of healthcare compliance and regulatory requirements, including federal mandates and payer rules.
  • Knowledge of federal and DoD policy development, including DoD Directives and Instructions (DoDDs/DoDIs), DHA-Procedural and Administrative Instructions (DHA-PIs/DHA-AIs), policy memoranda, and procedures manuals, and how enterprise procedures align to them.
  • Strong analytical skills, including current-state assessment, gap analysis, and translating findings into clear, well-supported recommendations.
  • Strong written and verbal communication skills, with the ability to write clear, compliant policy and procedure for diverse audiences, including senior leadership.
  • Ability to lead policy workstreams and manage competing priorities in a dynamic, deadline-driven environment.
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Visio.
  • Bachelor''s degree required; Master''s degree preferred.
  • Eligibility: U.S. citizenship; eligibility for a Department of Defense (DoD) Public Trust.

Desired Skills:

  • Experience within the Military Health System (MHS) or DHA environment.
  • Knowledge of UBO operations and the three cost-recovery programs: Third Party Collection (TPC), Medical Service Accounts (MSA), and Medical Affirmative Claims (MAC).
  • Familiarity with MHS GENESIS / Oracle Cerner Patient Accounting (CPA) and federal financial statement audit readiness.
  • Familiarity with the Military Treatment Facility UBO Manual (DoD 6010.15-M) and DHA UBO policy and business rules.
