DESCRIPTION OF SERVICES

The Power BI Developer is responsible for architecting and delivering robust business intelligence, reporting, and data visualization solutions that enable agency-wide insight and informed decision-making. This role builds complex dimensional data models, develops interactive dashboards and reports, and transforms data into clear, compelling, and actionable visual narratives for business and technical stakeholders.

The developer works as an integral member of a cross-functional software delivery team and participates throughout the software development life cycle, including discovery, requirements analysis, solution design, development, testing, deployment, documentation, maintenance, and continuous improvement. Power BI reports and dashboards are treated as components of broader software, data, and business-process solutions rather than as standalone deliverables.

The developer collaborates closely with business analysts, application developers, data professionals, architects, quality assurance staff, project leadership, and business stakeholders to define requirements and deliver scalable reporting solutions. Responsibilities include evaluating data sources and dependencies, contributing to technical design decisions, establishing appropriate data models, validating data accuracy, supporting user acceptance testing, and coordinating changes across reporting, application, database, and integration components.

This role is expected to produce solutions that are secure, accessible, maintainable, testable, reusable, and supportable in production. The developer follows established team standards for source control, peer review, release management, documentation, defect resolution, and change management.

The position also contributes to troubleshooting and resolving issues across the reporting solution, including problems involving data quality, data transformation, semantic models, application workflows, performance, security, or deployment. This position requires at least eight years of hands-on Power BI experience and the ability to independently perform a broad range of highly complex technical work. The ideal candidate applies sound technical judgment, plans and executes work with minimal oversight, communicates risks and dependencies, and brings a high level of creativity, initiative, and problem-solving ability to each engagement.

The developer must be able to work effectively in an iterative, team-based software development environment, participate constructively in planning and technical discussions, estimate and communicate work status, respond to changing priorities, and take shared ownership of overall solution quality. This role may lead projects, coordinate reporting workstreams, conduct technical reviews, establish development standards, or provide guidance and mentoring to other team members as needed.
