Position Summary

The Client Information Technology Division is seeking a Business Analyst 2 to provide business and systems analysis in support of the retirement of the Client Assignment and Registration (CARE) system and migration of legacy components to future applications.

This role requires a highly skilled communicator to serve as a project-focused technical business analyst translating complex business processes, screens, and data flows into clear, testable, traceable, and technically actionable requirements, building business process flow diagrams and visuals.

This position will support the transition of CARE functions from a legacy mainframe environment into modern, modular, Medicaid Enterprise System-aligned solutions. The CARE Program of IT projects includes several concurrent, coordinated workstreams. This position will focus on ensuring a smooth migration of CARE-related business, data, reporting, and integration capabilities from current to future locations.

The candidate must work across business, application, data, reporting, infrastructure, security, and project delivery teams to:

  • Document current-state business and technical processes
  • Translate business needs to technical requirements
  • Map business and technical dependencies
  • Identify gaps
  • Work with stakeholders to define future-state business and technical requirements that support continuity of Medicaid operations

Role Purpose

The purpose of this role is to provide high-caliber business analysis and technical integration support for the CARE Program to:

  • Elicit, document, validate, and manage requirements; facilitate collaboration to synthesize information and ensure full coverage.
  • Build traceability from stakeholder needs to system requirements; challenge gaps and validate assumptions for accuracy.
  • Facilitate discovery and analysis of CARE functions; synthesize findings and deliver decision-ready analysis.
  • Act as a bridge between teams, validate assumptions, and proactively address gaps.
  • Ensure CARE retirement covers all critical dependencies through cross-functional reviews and actionable recommendations.



Minimum Requirements (Required)

Minimum 8 years of experience required in all areas below.

Candidates must meet or exceed all stated requirements.

  • Business analysis experience reviewing, analyzing, and evaluating business systems and user needs.
  • Experience eliciting, documenting, validating, and managing business, functional, technical, data, reporting, and interface requirements.
  • Experience developing requirements traceability from business needs through design, development, testing, implementation, and operational readiness.
  • Experience conducting current-state and future-state process analysis, gap analysis, impact analysis, and dependency analysis.
  • Experience documenting use cases, user stories, acceptance criteria, business rules, process flows, and requirements specifications.
  • Experience working across business, application, data, infrastructure, security, and vendor teams.
  • Experience supporting complex IT projects with multiple stakeholders, dependencies, risks, and decision points.
  • Strong written and verbal communication skills, including executive-ready summaries and technical documentation.
  • Experience analyzing data flows, interfaces, reports, source-to-target mappings, or system integration dependencies.



Preferred Qualifications

  • Experience supporting legacy system modernization, mainframe retirement, system replacement, or enterprise transformation.
  • Experience with Medicaid, health and human services, claims, eligibility, provider, waiver, behavioral health, IDD, State Supported Living Centers, or related public-sector spaces.
  • Experience with application development or infrastructure deployment projects.
  • Experience with APIs, batch interfaces, data warehouses, reporting modernization, or modular system design.
  • Experience with Texas Project Delivery Framework, DIR, state government IT governance, or public-sector procurements.
  • Certification such as CBAP, PMI-PBA, PMP, Agile, Scrum, SAFe, or related credential.
