Overview: A public sector client of ours in Austin, Texas is looking for a Senior Technical Project Manager with expertise around Data Modernization & Cloud Migration
The Senior Technical Project Manager will lead the planning, coordination, and execution of initiatives focused on transitioning reporting and data extract processes from legacy mainframe systems to modern cloud-based data platforms. This role requires a strong technical foundation, exceptional communication skills, and the ability to collaborate effectively with business stakeholders, data engineers, architects, and executive leadership.
The ideal candidate will have extensive experience managing large-scale data modernization initiatives, including mainframe decommissioning, enterprise reporting transformation, and cloud migration efforts. The candidate will be responsible for delivering multiple concurrent projects on schedule and within budget by applying project management best practices, ensuring scope alignment, managing stakeholder expectations, and proactively tracking risks and issues.
Key Responsibilities: Project Management
Lead end-to-end delivery of reporting and data extract migration initiatives from mainframe systems to cloud or data lake environments.
Develop and manage detailed project plans, timelines, milestones, risks, issues, and dependencies.
Ensure alignment of scope, schedule, and budget across multiple concurrent initiatives.
Stakeholder Engagement
Facilitate cross-functional communication between technical teams, business units, and leadership. Manage stakeholder expectations and ensure transparency through structured reporting and governance.
Technical Collaboration
Conduct detailed requirements-gathering sessions with business stakeholders to understand reporting, extract, and downstream data needs.
Collaborate closely with data engineers and solution architects to ensure business and technical requirements are accurately implemented.
Translate complex technical concepts into clear, actionable information for diverse audiences.
Agile Delivery
Apply Agile methodologies using frameworks such as Scrum and Kanban to drive sprint planning, backlog grooming, and milestone tracking.
Risk & Performance Management
Proactively manage project risks, dependencies, and mitigation strategies.
Oversee quality assurance processes and monitor solution performance in partnership with technical leads.
Documentation & Reporting
Ensure the creation and maintenance of key project artifacts, including project plans, Gantt charts, dashboards, status reports, and executive summaries.
Maintain structured documentation to support governance and audit readiness.
Compliance & Regulatory Support
Support regulatory obligations within the Oil, Gas, and Energy sector through disciplined project delivery and documentation practices.
Required Experience:
Graduation from an accredited four-year college or university with a degree in Computer Science or a related field.
6 years of experience in technical project management, preferably supporting data modernization or system transformation initiatives.
5 years of experience working with mainframe systems, legacy reporting environments, and data extract processes.
6 years of experience working with cloud platforms such as Snowflake, Microsoft Azure, or Amazon Web Services.
6 years of experience gathering, analyzing, and documenting complex business and technical requirements.
8 years of experience managing cross-functional teams and leading large-scale modernization or mainframe decommissioning initiatives.
8 years of experience supporting enterprise reporting systems or business intelligence platforms.
6 years of experience creating and maintaining project plans, dashboards, Gantt charts, and executive-level status reports.
6 years of technical fluency in data architecture, reporting concepts, and data workflow processes.
8 years of experience demonstrating strong organizational skills and adaptability in fast-paced environments.
8 years of experience translating complex technical information for technical and non-technical audiences.
Preferred Experience:
5 years of experience working with ETL/ELT pipelines, data migration strategies, and data transformation workflows.
Experience applying Agile methodologies in enterprise data modernization programs.
Experience supporting regulatory compliance initiatives within the Oil, Gas, or Energy sector.
