Summary
The Vehicle Programs and Services division is responsible for the development, implementation, and operations of the National Motor Vehicle Title Information System (NMVTIS), State, Consumer Access Provider (CAP) and Junk, Salvage, Insurance (JSI) programs.
As the primary product owner for NMVTIS, the Program Director is accountable for the system's strategic direction, performance, and stakeholder value. This includes defining the product vision and roadmap, prioritizing system enhancements based on stakeholder needs and federal requirements, ensuring data integrity and system reliability, and collaborating with the IT division on technical architecture and infrastructure decisions.
The Program Director is responsible for the overall operation of the NMVTIS program and interactions between jurisdictions, stakeholders, and federal partners. The individual is a leader who brings enthusiasm and a strategic outlook to the position, which will require the incumbent to lead, manage, guide, direct and/or engage, as appropriate, internal resources and/or external stakeholders in areas relating to vehicle title and brand data exchange, fraud prevention, and best practices.
This includes providing subject matter expertise in vehicle title information systems, brand management, data quality standards, interstate vehicle title verification, and federal compliance requirements. The Program Director will leverage system knowledge related to NMVTIS operations, data interfaces, and reporting mechanisms while coordinating with the Department of Justice, state motor vehicle agencies, principal and associate membership, law enforcement, insurance carriers, salvage yards, junk yards, insurance auction companies, and other system participants to maintain and improve the integrity and effectiveness of the national title information system.
The Program Director serves as the primary liaison between participating states, ensuring program compliance, promoting system expansion, and advancing initiatives that protect consumers from title fraud and unsafe vehicles.
Essential Duties and Responsibilities:
- Develop the long-term vision for program areas in collaboration with VP, ensuring alignment with organizational goals and adaptation to industry changes
- Lead strategic planning across divisions and coordinate with executive leadership
- Support the Vehicle Committee by presenting program information, recommendations, and strategic initiatives to inform committee decision-making and obtain approval on key program matters
- Define program priorities and establish program governance frameworks, recommending major program investments to VP for approval
- Conduct executive-level analysis of market trends, competition, regulations, and technology to guide program direction
- Maintain compliance with federal requirements and coordinate with Department of Justice (DOJ) as the federal oversight body for NMVTIS
- Identify and recommend major opportunities for program growth, innovation, and improvement to VP
- Build strong relationships with state and federal agencies, industry partners, data providers, and regulatory bodies
- Develop communication strategies that align stakeholders with organizational priorities
- Serve as primary liaison to the DOJ and other federal oversight bodies, coordinating with VP on policy matters and federal compliance issues
- Build and maintain relationships with state motor vehicle administrators, agency directors, and senior government officials
- Cultivate partnerships with industry associations, law enforcement leadership, insurance executives, and major data providers
- Represent the organization at national conferences and associated forums
- Lead stakeholder engagement strategies and manage stakeholder issues, escalating high-impact matters to VP
- Develop strategies to promote program expansion and federal compliance for VP approval
- Serve as product owner for NMVTIS, accountable for system outcomes, data quality, stakeholder satisfaction, and program compliance
- Define system requirements and prioritize the product backlog, balancing stakeholder needs, federal mandates, technical feasibility, and resource constraints
- Monitor NMVTIS performance including system availability, transaction volumes, data accuracy, and user experience
- Collaborate with the IT division on technical architecture decisions, system releases, major upgrades, and infrastructure initiatives
- Provide executive oversight of program delivery across multiple programs, delegating day-to-day operations to Program Manager(s)
- Supervise Program Manager(s) and senior staff, setting strategic direction, performance expectations, annual goals and objectives, managing performance, and providing mentorship
- Review major program decisions, milestone achievements, and budgets, escalating critical decisions to VP for approval
- Conduct reviews of critical initiatives and recommend go/no-go decisions to VP for final approval
- Set standards and best practices for consistent program execution
- Provide executive direction to cross-functional teams across IT, finance, communications, policy, legal and external partners
- Manage program-level risks and issues, escalating strategic risks to VP as appropriate
- Lead budget planning and financial strategy for program areas, aligning funding with priorities
- Build financial plans that include staffing, technology, vendors, and operations
- Conduct cost-benefit analyses for major initiatives and investments
- Monitor financial performance with regular reporting and forecasting
- Manage budget decisions and adjustments, escalating significant changes to VP
- Review major financial commitments and contract negotiations, recommending approval to VP
- Evaluate and recommend improvements to revenue models and fee structures to ensure program sustainability
- Develop business cases for new programs, service expansion, and technology improvements for VP review and approval

Formal Education:
Master's degree from an accredited institution, preferably in computer science or business administration, or equivalent professional experience, including experience managing personnel, and serving as product owner for complex, multi-stakeholder IT systems with strong understanding of system operations, data management, and ability to collaborate effectively with technical teams on architecture and implementation decisions. Equivalent work experience may be substituted for the degree.
Knowledge, Skills and Abilities Required:
- Minimum of ten (10) years of relevant experience with minimum five years (5) of program management experience with demonstrated success leading complex, multi-stakeholder initiatives
- Ability to contribute to executive level strategy discussions to develop the long-term vision for supporting members
- Proven track record of managing multiple projects at the same time
- Understand emerging and applicable technologies
- Ability to create and manipulate project deliverables, technical documents and presentations using the MS Office Suite.
- Strong strategic thinking abilities with experience developing multi-year strategic plans
- Excellent analytical skills with proficiency in data analysis and financial modeling
- Ability to synthesize complex information and translate it into actionable strategies and plans
- Demonstrated ability to lead cross-functional teams and coordinate with external stakeholders
- Strong financial management skills including budget development, financial analysis,
- Strong leadership as well as verbal and written communication skills.
- Develop and organize sessions for conferences; identify topics, session approaches, and speakers. Prepare needed materials.
- Ability to represent the organization on a national and international level
- Experience managing and developing staff
- Ability to travel frequently
- This position can be a remote work environment anywhere in North America, requiring the employee to be disciplined and able to work independently and effectively manage a remote workforce.
