Title: MAXIS Worker Interface Implementation Consultant.
Location: 100% Remote.
Duration: 9+ Months Contract (possible to extend).
Position Description:
The Client partnering with the Department of Children, Youth, and Families (DCYF) is in the early stages of implementing an integration platform as a service (iPaaS). The first service will be to introduce integration and automation between the legacy eligibility system, MAXIS, and the online application system, MNbenefits. This is meant to provide the State who can support the implementation of a Worker Interface that will serve as the central, stabilizing connection between MAXIS and MNbenefits.
Required Experience:
- Aligning the 4-7 local agencies to the project goals and objectives
- Consistent and clear outreach and coordination with agency leadership and frontline staff
- Lead the onboarding of pilot agencies to the project
- Building and communicating clear plans, schedules, designs, success outcomes and readiness goals
- Engaging directly and indirectly with the workers that will utilize the Worker Interface to facilitate confidence and success in the pilot
- Establish norms and guidelines for pilot agency engagement and participation criteria
- The project team consists of MNIT, DCYF, DHS, an iPaaS vendor (20-40 ppl depending on the deliverable)
- Participation requires adopting the internal meeting schedule, following established program procedures and leading local agency project meetings
- Responsible for providing structured user feedback on potential development
- Conducting interviews, workshops, and/or surveys with the local agencies participating in the pilot
- Representing the needs and requirements of the workers in all internal project meetings and through consistent documentation
- Building and facilitating clear communication channels and feedback loops between the local agencies and the project team
- Adhering to human services program and policy directives, specifically around SNAP and the cash and food benefits programs
- Building and documenting user stories, bugs, and issues to further define the requirements of the Worker Interface
- Helping to identify, flag, resolve and document program-driven constraints, policy requirements, and compliance considerations
- Identifying and documenting operational and program needs at the local agency level into actionable requirements and backlog enhancements
- Incorporating User Experience Research conducted by MNIT UX teams into design recommendations and user stories
Desired Qualifications:
Vendors should propose a team with a balance of software implementation expertise, product development, and training prowess. Teams with proven experience in human services, human-centered design principles and familiarity with the Whole Family Approach, are preferred and valued. A team driven to identify what’s possible and acutely aware of the needs of workers, striking a balance between forward momentum and meeting local agency partners where they are is required. Human Services Consultant

Product or Program Lead
- Expert in agile design and build principles
- Able to operate in a hybrid framework, facilitating and engaging with internal teams and the local agency teams with ease
- Can articulate and define future vision and strategy for the Worker Interface with confidence
Training Lead
- Able to design and oversee the training strategy and curriculum
- Familiar with building train-the-trainer materials
- Able to deliver training through a variety of methods, ensuring learners’ needs are met, and adoption is high
- Can support and articulate change management needs and workforce readiness
Implementation Lead
- Proven experience leading software implementations in both pilot and state-wide, high impact environments
- Clearly adept at translating desired success outcomes to tactical implementation steps
- Proven ability to build implementation schedules rooted in the reality of the project and product environment
Project Manager and/or Administrator
- A coordinator and connector by trade, proven willingness to jump into the work and help make it make sense to a variety of audiences
- Adept at scheduling, coordinating, assigning tasks and following up on necessary work requirements
