Role Summary
We are looking for an OMS Lead to own the Outage Management System workstream end to end on the AspenTech OSI Monarch platform — from configuration through testing, go-live, and operational stabilization. You will lead the functional and technical direction of OMS: outage prediction, trouble call management, ETR management, and reliability reporting, working directly with the client's dispatch, control room, and customer operations teams. This is a hands-on leadership role: you set the direction, and you can still get into the configuration yourself when it counts.
Key Responsibilities
Own the OMS workstream: configuration standards, test strategy, cutover, and post-go-live stabilization
Lead and mentor a team of OMS analysts and engineers; plan and prioritize their work across sprints and releases
Own ETR (Estimated Time of Restoration) rules, defaults, and accuracy performance; work with operations to keep ETRs credible during blue-sky and storm conditions
Direct the OMS integrations: CIS (customer and trouble call data), AMI (last-gasp, meter ping, restoration verification), GIS network model, SCADA, IVR/customer outage channels, and crew management (ARCOS)
Serve as the primary OMS point of contact for client stakeholders in dispatch, control room operations, reliability engineering, and customer operations; escalate and resolve cross-vendor issues (GIS, CIS, AMI) that affect OMS performance
Drive defect triage and root cause analysis for OMS issues; own the OMS risk and issue log for the program
Required Qualifications
Bachelor's degree in Electrical Engineering, Computer Science, or a related discipline (or equivalent experience)
8+ years in utility operations technology, with deep OMS experience; 3+ years leading an OMS or ADMS workstream, team, or implementation
Proven hands-on experience with AspenTech OSI Monarch OMS — outage prediction, trouble call management, switching integration, and ETR configuration — or a comparable enterprise OMS (e.g., Schneider Electric, Oracle NMS, GE, Siemens)
Strong understanding of the OMS data chain: GIS network model and connectivity, customer-to-transformer linkage, SCADA device status, and AMI event data — and how data quality in each drives prediction and reporting outcomes
Experience leading UAT with operations users and managing go-live/stabilization for control-room systems
Strong stakeholder management skills — comfortable as the technical authority in the room with dispatch supervisors and client program leadership
