Business Innovation, Technology and Security (BITS)
Operations & Strategy, formerly known as Administrative Solutions, provides management and oversight for key administrative and technical services that enables CDHS to achieve their goals. It is responsible for a number of support functions to make our agency as efficient, effective and impactful as possible. Operations & Strategy comprises Human Resources; Facilities Management; Audit; Business Innovation; Technology and Security; Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development.
Business Innovation, Technology, and Security (BITS) is responsible for managing the Department's information technology (IT) providers, including relations with the Governor's Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with the program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.

Description of Job
Hybrid Work Assignment: Minimum of 2 days per week in the office

The position works as a manager and supervisor to provide technical leadership and management in the conceptual development and maintenance of automated hospital systems directly controlled by the Colorado Mental Health Hospitals (MHHs). Duties include but are not limited to:
  • Through the supervision of assigned Data Management professionals, the position evaluates technical issues, consults with team members and customers, formulates decisions and executes solutions.
  • The position primarily performs and oversees other Data Management professionals in the development, maintenance, and improvement of the data warehouse; the maintenance of critical budget-management, personnel, clinical, and forensic information management systems; the migration of continuing ancillary MS Access databases into an OIT-operated SQL environment; and providing guidance for ad-hoc management/analysis development, as needed.
  • The position collaborates and supports the Electronic Health Record (EHR) team in the design, maintenance, and improvement of the EHR.

  • The position directs and manages system upgrades and maintenance; performs system analyses; and assigns tasks, design of EHR reports, inquiries, and input screens to Data Management professionals. The position oversees the development of routine and ad hoc reporting mechanisms necessary to meet Hospital business needs, and serves as a lead technical liaison between BITS/Health IT and OIT, other State agencies, and related sub-contractors.

EXPERIENCE ONLY:
Eight (8) years of professional experience in a technical role in Project Management, Data Operations, Data Management or relevant occupation with a minimum of two (2) years of as a supervisor or manager.
OR
EDUCATION AND EXPERIENCE

A combination of related education and/or relevant experience in Management, Data Operations, Data Management or other relevant occupation equal to eight (8) years with a minimum of two (2) years as a supervisor or manager.

CDHS Selection Process Explanation
