Position Overview
This position supports an Intelligence Community (IC) program on Fort Meade, MD, performing network engineering services from design through implementation, maintenance, and upgrade of existing networks. The Network Engineer will analyze design specifications and related documents, administer LAN/CAN/WAN infrastructure, translate business requirements into telecommunications solutions, and support strategic modernization efforts for medium and large-scale classified network environments. The role requires an active TS/SCI with Full Scope Polygraph and a CI Investigation closed within the last 5 years, along with a DoD 8570.01-M IAT Level II baseline certification held prior to start.
At Level 2, this position expects a mid-senior practitioner with 6+ years of relevant network engineering experience who can independently execute complex network engineering tasks, guide junior engineers, and interface with end users, operations personnel, and program management. All work is performed on-site in a classified facility at Fort Meade.
This position requires direct employment with EmergeATS (subsidiary). No sub-to-sub arrangements.
Key Responsibilities
Network Architecture and Design
- Perform network engineering services from design through implementation, maintenance, and upgrade of existing networks
- Analyze design specifications, engineering documents, and related program materials
- Provide input to the design of the organization''''s network and mission architecture
- Develop designs of the organization''''s network and mission architecture to meet new partner requirements
- Perform engineering analysis of telecommunications alternatives in support of strategic modernization efforts and telecommunications enhancement design for medium and large-scale infrastructures
- Translate business requirements into telecommunications requirements, designs, and orders across LAN, CAN, WAN, Voice, and Video domains
Network Administration and Operations
- Perform general LAN/CAN/WAN administration including scheduling conversions and cutovers
- Configure and maintain organization''''s network diagrams and accreditations
- Oversee support to all network equipment
- Coordinate with all responsible users and sites to resolve network or system incidents
- Assist telecommunications end users, operations personnel, and strategic program management with network interfaces
- Manage assigned tasks and provide guidance to junior Network Engineers
Performance Optimization and Monitoring
- Optimize end-to-end system performance and dataflow management
- Conduct data captures to obtain network performance information
- Minimize network latency and maximize data throughput through design analysis and network performance monitoring tools
- Gather needed data to specify system and component performance and interface requirements
Network Device Configuration and Integration
- Design solutions, integrate, configure, deploy, test, and provide ongoing maintenance for numerous types of network devices, interfaces, and methodologies
- Configure and optimize the network to connect various front-end and back-end components
- Implement specific network solutions to support server requirements including load-balancing, VPNs, firewall contexts, Traffic Shaping, VoIP, GRE Tunneling, IPSec, IP Encryption, MoIP, and NAT where appropriate
- Integrate hardware and software to satisfy ISO 9000 requirements and other DoD/IC regulations
Security and Compliance
- Configure and maintain network security controls, access control lists, and enclave boundary protections consistent with DoD STIG requirements
- Support Risk Management Framework (RMF) compliance activities for network infrastructure components
- Maintain network accreditation documentation and contribute to Assessment and Authorization (A&A) activities
- Adhere to all DoD/IC regulatory requirements governing classified network environments
Qualifications
- Education: Master''''s degree in Computer Science, Information Assurance, Information Security Systems Engineering, or a related discipline from an accredited college or university. In lieu of a Master''''s degree, a Bachelor''''s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline plus 2 additional years of relevant Network Engineering experience (total 8 years). In lieu of any degree, 6 additional years of relevant Network Engineering experience plus a certification in Arista Configuration Essentials, Cisco Certified Network Associate (CCNA), or a Juniper Certification Track (total 12 years).
- Experience: 6+ years of relevant professional experience providing Network Engineering support and training commensurate with network engineering curriculum.
Additional Required Qualifications:
- Active TS/SCI clearance with Full Scope Polygraph -- must be active prior to start; CI Investigation closed within last 5 years
- IAT Level II baseline certification as defined by DoD 8570.01-M -- must be held prior to start (e.g., CompTIA Security+ CE, CCNA Security, CySA+, or equivalent)
- Experience designing and administering LAN/CAN/WAN infrastructure in DoD or IC classified environments
- Experience implementing network solutions including load-balancing, VPNs, firewall contexts, VoIP, GRE tunneling, IPSec, IP encryption, and NAT
- Experience translating business or mission requirements into telecommunications designs and engineering solutions
Desired Skills
- Arista Configuration Essentials, CCNA, or Juniper certification (Automation & DevOps, Cloud, Data Center, Enterprise Routing and Switching, Junos Security, or Service Provider tracks)
- Experience with network performance monitoring and data capture tools in classified environments
- Familiarity with ISO 9000 compliance integration for network hardware and software
- Experience with NIST 800-53 controls and RMF as applied to network infrastructure
