About the Role
We are seeking an accomplished Senior Oracle Fusion HCM Functional Consultant with deep expertise in Core HR, Position Management, and Compensation, specifically within the U.S. Public Sector. The ideal candidate brings strong functional leadership, experience navigating public-sector HR policies, union rules, compliance standards, and government-grade audit requirements.
You will lead solution design, drive implementations, manage enhancements, and serve as the primary advisor for HR, Compensation, and Civil Service operations.
Key Responsibilities
Public Sector HR & Compensation Expertise
- Lead end-to-end configuration for Core HR, Workforce Structures, Position Management, and Compensation tailored to public-sector policies.
- Implement and support public-sector-specific requirements such as:
- Position-controlled budgeting
- Civil Service rules
- Step-based and open range salary structures
- Union pay scales and wage increases
- Job classification and grade-level compliance
- Configure Salary Bases, Grades, Grade Ladders, Step Progressions and Compensation Plans
- Interpret and map government HR policies into system-driven rules and workflows.
Business Analysis & Solution Architecture
- Conduct workshops with HR Directors, Compensation Boards, Union Committees, and Budget/Finance teams.
- Design scalable solutions aligned with public sector regulations, audit requirements, and Oracle best practices.
- Develop BRDs, FSDs, configuration workbooks, testing scripts, SOPs, and change management documents.
Implementation, Enhancements & Support
- Lead large-scale Oracle Fusion HCM implementations, upgrades, and multi-agency rollouts.
- Manage SIT, UAT, regression testing, and oversee quarterly updates with impact analysis for regulated environments.
- Provide senior-level production support, including root cause analysis and long-term remediation planning.
- Mentor junior consultants and act as the functional lead for the project team.
Compliance, Reporting & Data Governance
- Ensure adherence to U.S. state and federal HR regulations including:
- FLSA
- EEO
- OPM guidelines
- Local government pay rules
- Work with data governance teams on secure role design, audit readiness, and internal controls.
- Build and optimize OTBI/BIP reports, HCM Extracts, Fast Formulas, and data loads using HDL/HSDL.
Stakeholder Leadership
- Serve as the primary advisor for HR, IT, Compensation, and Finance leadership.
- Collaborate with union representatives, compliance officers, and government oversight teams.
- Present system capabilities, impact assessments, and strategic HR technology recommendations.
Required Skills
- 8 12+ years of experience in Oracle Fusion HCM Functional, with strong emphasis on Core HR and Compensation.
- Significant experience working with U.S. public sector HR operations.
- Expertise in Position Control, Union Pay Structures, Step Progression, Compensation processes.
- Hands-on experience with Approval workflows, HCM Extracts, OTBI, BIP, Fast Formulas, HDL, and complex configuration.
- Ability to interpret public-sector HR rules, compliance standards, and integrate them into system solutions.
- Strong communication skills with executive-level stakeholders.
- Experience leading large implementation teams and multi-year modernization programs.
Preferred Qualifications
- Experience with Public Sector modules like Absence Management, Talent, ORC, or Time & Labor.
- Familiarity with security roles/privileges and audit controls.
- Experience with multi-agency payroll or multi-departmental HR structures.
- Prior consulting experience with K-12 Schools, state, county, or city governments.
