Detailed Description:

·       Our client is seeking a highly qualified candidate to serve as the Technology Services Management Analyst. This position performs complex management analysis and operational support functions for the Technology Services Unit (TSU), requiring strong expertise in business operations, the ability to evaluate organizational needs, develop data-driven recommendations, and conduct program evaluations and performance measurement activities. The role also requires applied knowledge of IT environments, enterprise systems, and technology initiatives to support strategic decision-making.

·       Reporting directly to the Director of Technology Services, this position will play a key role in department, countywide, and multi-jurisdictional technology initiatives, including management of critical public safety technology systems, cybersecurity coordination, CJIS compliance efforts, and shared services environments.

·       The selected candidate will perform technical and programmatic analysis, support strategic planning and budgeting, develop contracts and grant documentation, and prepare executive-level reports and briefings for Office leadership and partner agencies.

·       As a critical member of the TSU team, this position supports the advancement of modernization initiatives, enhances operational efficiency, and enables collaborative technology programs across jurisdictions and County departments.

Primary duties may include, but are not limited to, the following:

·       Conduct technical and programmatic analysis of countywide technology projects, multi-jurisdictional initiatives, and complex regulatory and administrative issues; evaluate alternatives and develop recommendations.

·       Manage IT infrastructure environments supporting shared storage and services (e.g., AWS, Azure) and perform operational analysis to inform strategic planning and budgeting.

·       Research emerging technologies, regulatory requirements, financial strategies, and industry best practices to support modernization and strategic planning; attend conferences, workshops, and training sessions, and review publications to remain current on new developments.

·       Develop, standardize, and improve methods to monitor operational program performance and service delivery; assess workloads and administrative systems, identify opportunities for improvement, and develop recommendations to maximize return on investment (ROI) and minimize costs.

·       Analyze licensing models, usage data, and consumption-based costs to support cost allocation, budgeting, and vendor savings strategies.

·       Develop and maintain policies, procedures, documentation, and reporting processes to ensure compliance with CJIS, CA DOJ, and applicable County, State, and Federal laws, regulations, and professional standards.

·       Prepare analytical reports, program summaries, executive briefings, and specialized documentation for Office leadership, the Board of Supervisors, and various commissions and committees.

·       Develop, execute, and maintain contracts, grants, and MOUs, including program and grant reporting.

·       Represent the Client Office in professional meetings and serve as a liaison with County departments, public agencies, vendors, community organizations, and industry partners to evaluate shared services programs, support collaborative initiatives, and provide information regarding assigned programs.

·       Communicate orally, in writing, and through presentations, reports, and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.

·       Maintain program documentation, financial records, contract files, and related administrative tracking systems.

·       Participate in selecting, training, motivating, and evaluating assigned staff; direct work activities; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.

·       Perform other duties as assigned.

The ideal candidate will possess:

·       A bachelor’s degree or higher in Information Technology, Management Information Systems, Computer Science, Public Administration, Business Administration, or a closely related field.

·       At least two years of professional Information Technology experience performing mid- to senior-level analytical, technical, and/ or project responsibilities.

·       At least two years of experience working in a law enforcement, criminal justice, or other local government environment.

·       Experience supporting or administering public safety technology systems used in law enforcement or corrections and the infrastructure that supports them, including CAD, RMS, JMS, digital evidence management, body-worn camera systems, mobile computing, and related technologies; familiarity with systems such as Versaterm CAD, Sun Ridge RMS, ATIMS JMS, and Axon/Evidence.com is highly desirable.

·       Experience supporting or administering complex, multi-agency information technology initiatives, including shared services, regional partnerships, or countywide programs in a local government or law enforcement environment such as San Mateo County.

·       Experience managing or supporting enterprise IT infrastructure, including physical, virtual, and cloud-based environments (e.g., AWS or Azure), including knowledge of enterprise licensing, IT asset management, cloud cost management, and technology financial planning.

·       Strong analytical and critical thinking skills with the ability to evaluate complex technical, operational, and administrative issues and develop sound, data-driven recommendations.

·       Knowledge of public sector budgeting, cost analysis, contract administration, grants, vendor management, and related financial practices supporting technology programs.

·       Knowledge of CJIS, California Department of Justice requirements, cybersecurity principles, and other regulatory compliance frameworks applicable to public safety technology environments.

·       Experience preparing executive-level reports, Board agenda materials, presentations, and other complex written communications for leadership, governing bodies, and external partners, with the ability to establish and maintain effective working relationships.

·       Strong organizational and project management skills with the ability to manage multiple priorities, meet deadlines, and work independently in a complex environment; demonstrated ability to support collaboration, continuous improvement, and innovation in a team environment.
