Job Title : Senior Program Manager AI & PMO (Public Sector / Child Welfare Transformation)

**Position Overview**

The client is seeking an experienced Program Strategist (PS/PMO) to support a high-impact proof-of-concept initiative focused on enhancing the child welfare intake process using Natural Language Processing (NLP) and Machine Learning (ML) technologies.

This role is critical in demonstrating how advanced technologies can improve decision-making, optimize resource utilization, and ultimately protect at-risk children.

**Role Summary**

The Program Strategist will lead strategic planning and execution efforts across the project lifecycle. This includes facilitating stakeholder engagement, leading discovery sessions, overseeing solution development, and ensuring alignment with MDCPS objectives.

The ideal candidate will bring deep expertise in AI-driven product development, enterprise data solutions, and public sector transformation, along with strong leadership and communication skills.

**Key Responsibilities**
1. Strategic Program Oversight

Ensure alignment with MDCPS goals, particularly in improving child safety and optimizing resource utilization

Refine and expand project objectives based on stakeholder input

Drive measurable outcomes and ensure delivery of meaningful results

**2. Stakeholder Engagement & Discovery**

Lead interviews, workshops, and discovery sessions with stakeholders

Analyze current intake workflows and identify gaps or inefficiencies

Facilitate collaboration across technical and non-technical teams

**3. Solution Development & Process Improvement**

Guide the design and development of an enhanced intake process

Contribute to defining key performance metrics for evaluating solution effectiveness

Ensure transparency through consistent documentation and reporting

**4. Communication & Change Management**

Engage stakeholders at all organizational levels to build alignment and support

Clearly communicate findings, recommendations, and progress updates

Drive adoption through effective change management strategies

**5. Demonstrations & Deliverables**

Oversee conference room pilots/demonstrations for stakeholders

Ensure solutions meet defined objectives and expectations

Lead development of:

Technology roadmap for integration into existing systems

Final project report summarizing outcomes, insights, and recommendations

**Required Qualifications**

Master’s degree (MBA or equivalent) in Business Administration, Finance, or related field

20+ years of experience in program/project management across government or enterprise environments

**Proven expertise in:**

AI product management and solution prototyping

Data analytics and enterprise IT implementations

Pattern of Life and geospatial analysis (public sector preferred)

Strong experience working with state or local government systems (preferred in child welfare, public safety, or risk management domains)

**Core Competencies**

Advanced knowledge of Agile, PERT, and Gantt methodologies

Exceptional stakeholder management and communication skills

Ability to lead complex discovery sessions and workshops

Strong strategic thinking with execution-focused mindset

Experience managing budgets, risks, and project scope

Proven ability to influence and gain buy-in from cross-functional stakeholders
