Job Title: Senior Project/Product Manager (Medicaid / Government Programs)

Location: Baltimore, MD 21202 (Hybrid)

Role Summary

We are looking for a Senior Project/Product Manager to lead a Medicaid eligibility outcomes initiative. This role requires someone who can own product vision end-to-end, work across policy, operations, and engineering teams, and deliver measurable improvements in eligibility, renewal, and retention outcomes in a highly regulated environment.

Core Responsibilities

• Define and drive product vision, roadmap, and strategy
• Lead cross-functional teams (policy, engineering, operations, UX)
• Establish and track KPIs, such as:
• Reduced procedural terminations
• Improved renewal rates
• Increased ex parte processing
• Translate:
• Policy + user needs Product requirements
• Own:
• Backlog prioritization
• Feature delivery lifecycle
• Drive stakeholder alignment (executives, IT, program teams)
• Ensure compliance with:
• Medicaid regulations
• Accessibility (WCAG, Section 508)
• Support Agile / iterative delivery practices
• Mentor teams on modern product management

Required Experience

• 7+ years as Product Manager
• 2+ years as Product Lead / Ownership role
• Experience delivering in:
• Government / Healthcare / Financial services
• Strong experience with:
• Roadmaps, backlog, user stories
• KPIs / OKRs / metrics-driven delivery
• Proven ability to:
• Work across policy + tech + business teams
• Deliver products end-to-end

Preferred Experience (Strong Plus)

• Medicaid / CHIP / SNAP / TANF experience
• Public sector / government programs
• Eligibility & enrollment systems
• Service design / human-centered design
• Accessibility (WCAG / Section 508)
• Agile frameworks (Scrum, Discovery-to-Delivery)
• Experience with:
• AI / automation in workflows
• Vendor / contractor management
