Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.

The Program Manager (PM) serves as the overall lead and single point of accountability for Task Order performance. The PM acts as the primary interface between the Contractor and the Government Contracting Officers Representative (COR), Technical Point of Contact (TPOC), and other authorized Government stakeholders. This role provides leadership, management, coordination, and quality assurance for all contractor activities, ensuring disciplined execution of approved plans, schedules, and governance processes. The PM maintains visibility into cost, schedule, performance, and risk; delivers executive-level status briefings; and ensures timely communication, issue escalation, and resolution to support Government decision-making. The PM must be readily available during Government core hours to provide on-demand program support.

Responsibilities
  • Serve as the single accountable manager for all Task Order performance.
  • Act as the primary interface to the Government COR, TPOC, and other authorized stakeholders.
  • Provide overall program management, integration, coordination, and quality assurance of contractor activities.
  • Lead and direct cross-functional teams operating across multiple geographic locations.
  • Execute and enforce approved program plans, schedules, governance processes, and performance management frameworks.
  • Maintain continuous visibility into cost, schedule, technical performance, and program risks.
  • Provide recurring and ad hoc executive status briefings to Government leadership.
  • Establish and manage a disciplined risk and issue management process, including timely escalation and resolution.
  • Enable data-driven decision-making through accurate, timely, and actionable reporting and program metrics.
  • Coordinate activities across multiple contractors, mission partners, and stakeholder organizations.
  • Ensure compliance with contractual requirements, security requirements, and applicable Federal and DoD policies and standards.
  • Provide on-demand support during Government core hours to address emerging requirements and operational issues.
  • Provide leadership, direction, and performance oversight for contractor personnel supporting the Task Order.
  • Manage staffing, work assignments, and performance management for program resources.
  • Foster collaboration across matrixed and geographically dispersed teams.
  • Other duties as assigned.

Qualifications
  • Bachelors degree in business, Management, Engineering, Computer Science, or a related field (or equivalent combination of education and experience).
  • 5+ years of recent experience managing programs, contracts, or task orders of comparable size, scope, and complexity.
  • Demonstrated experience applying Agile, hybrid Agile/Waterfall, or other adaptive program management methodologies.
  • Demonstrated experience leading engagements with senior Government stakeholders.
  • Experience coordinating activities across multiple contractors, organizations, or mission partners.
  • Active Top Secret (TS) security clearance with SCI eligibility.

Preferred Qualifications:
  • Masters degree in business, Management, Engineering, Computer Science, or a related technical discipline.
  • Current Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent certification.
  • Experience supporting enterprise architecture and governance in federated or matrixed environments.
  • Experience overseeing enterprise processes and standards for:
  • Cloud-based platforms
  • Data environments
  • Cybersecurity programs
  • Digital modernization initiativeswithin the Federal Government or the Department of Defense.

Knowledge, Skills, and Abilities:
  • Ability to lead large, complex, and geographically dispersed programs.
  • Strong executive communication and briefing skills.
  • Advanced knowledge of program governance, performance management, and delivery frameworks.
  • Ability to manage cost, schedule, performance, and risk in a dynamic mission environment.
  • Skilled in stakeholder engagement and relationship management at the senior Government level.
  • Ability to integrate and align cross-functional and multi-contractor teams.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Ability to operate during core hours with rapid responsiveness to emerging requirements.
  • Proficiency in program management tools, reporting solutions, and metrics-driven performance tracking.
