Oracle APEX Developer – Richmond, VA

We are looking for an experienced Oracle APEX Developer to support a large-scale data modernization initiative within a healthcare/public-sector environment in Richmond, VA.

This is a hands-on Oracle development role focused on Oracle Application Express (APEX), PL/SQL, SQL, Oracle Database, JavaScript, and jQuery.

The selected consultant will work on a mission-critical Oracle APEX application supporting vital records and vital statistics. The application handles highly sensitive PII and PHI and integrates with multiple state and federal systems.

This is an opportunity for an Oracle APEX developer who enjoys working on enterprise applications where database development, application modernization, security, performance, integrations, and user experience all come together.

What You'll Work On

• Develop, enhance, and maintain enterprise applications using Oracle APEX.
• Build new Oracle APEX pages, forms, reports, application components, and user interface functionality.
• Develop complex SQL and PL/SQL queries, procedures, functions, packages, and database components.
• Work extensively with Oracle 11g, 18c, and 19c database environments.
• Develop modern web interfaces using JavaScript and/or jQuery within Oracle APEX applications.
• Enhance existing applications as part of an ongoing Oracle APEX modernization initiative.
• Improve application performance, usability, maintainability, and overall user experience.
• Implement and enhance application security controls for systems containing PII and PHI.
• Develop and support integrations using RESTful and SOAP Web Services.
• Work with Oracle PL/SQL Web Toolkit where applicable.
• Troubleshoot application, database, integration, and performance issues.
• Collaborate with business analysts, application teams, database professionals, and other technical stakeholders.
• Translate business requirements into scalable Oracle APEX and database solutions.
• Support long-term modernization and sustainability of mission-critical Oracle applications.

Required Technical Experience

• 5+ years of Oracle APEX / Oracle Application Express development
• 5+ years of Oracle SQL and PL/SQL development
• 5+ years of Oracle Database experience
• Experience with Oracle 11g, 18c, and/or 19c
• 5+ years of JavaScript and/or jQuery
• Strong hands-on experience developing database-driven enterprise applications
• Strong SQL query development and PL/SQL programming experience

Preferred Experience

• 1+ year of Oracle PL/SQL Web Toolkit
• 1+ year of RESTful Web Services
• 1+ year of SOAP Web Services
• Experience integrating Oracle APEX applications with external systems
• Experience with application modernization
• Experience working with sensitive data, including PII/PHI
• Experience in healthcare, government, public-sector, or other regulated environments
• Understanding of application security, data protection, and compliance requirements
