Human Capital Management (HCM) Lead Architect

About the Opportunity

  • The Client is undertaking a comprehensive ERP Modernization Program to transform how it manages financial, human resources, procurement, and enterprise business operations. As part of this transformation, the State seeks to evaluate its existing position control framework to determine whether current structures, processes, controls, and data relationships effectively support statewide position management, workforce planning, classification and compensation administration, financial accountability, and enterprise reporting.

Key Responsibilities

1. HCM Architecture and Design: Lead development of the future-state enterprise Position Control, including segment structures, hierarchies, accounting classifications, organizational dimensions, and other reporting design principles.

2. Financial Reporting and Compliance: Ensure the architecture supports statewide financial reporting, budgetary controls, fund accounting, governmental accounting standards (GASB), ACFR, SEFA, and applicable federal and state reporting requirements.

3. Cross-Workstream Integration: Coordinate HCM design dependencies with BPI, Procurement, Human Capital Management, Payroll, Budget, Grants, Data Conversion, Integrations, and Reporting workstreams.

4. Requirements and Design Governance: Facilitate requirements validation, document architectural decisions, evaluate design alternatives, and establish appropriate governance and approval processes for HCM decisions.

5. Enterprise Data Standardization: Establish consistent data definitions, account structures, mapping principles, and governance controls to support data integrity, interoperability, and enterprise analytics.

6. ERP Platform Alignment: Ensure the proposed HCM architecture aligns with the selected ERP platform's native capabilities, prioritizing configuration over customization while minimizing technical complexity and long-term maintenance costs.

7. Legacy-to-Future-State Transition: Support analysis of existing Edison financial structures, identify conversion and mapping requirements, and coordinate financial data migration and reconciliation strategies.

8. Stakeholder Collaboration: Engage the State's financial leadership, accounting authorities, agency representatives, and implementation partners to ensure the architecture addresses enterprise requirements while accommodating validated agency-specific and statutory needs.
