Position: Operations Project Manager – Facilities Relocation

Position Overview
PruTech is seeking a highly experienced Operations Project Manager to lead the facilities relocation of the MTA Transit Adjudication Bureau (TAB). The selected candidate will serve as a PruTech Consultant assigned to support the TAB executive management and operational teams with their relocation efforts.This engagement involves relocating TAB's full operational footprint, including adjudication services, customer-facing functions, administrative units, and supporting infrastructure, to a new facility while maintaining uninterrupted service delivery throughout the transition.
This assignment requires a seasoned professional with demonstrated expertise in managing complex facilities relocations for mid-to-large sized government or public-sector organizations. The OperationsProject Manager will serve as the central point of accountability, working in close partnership with MTA senior leadership, cross-functional teams, and external vendors to orchestrate all phases of the move from pre-relocation planning through post-move stabilization. Success in this role demands exceptional organizational discipline, proactive risk management, and the ability to lead diverse teams through a high-stakes operational transition.
Key Responsibilities
Lead comprehensive planning, scheduling, and execution of the TAB facilities relocation, ensuring alignment with MTA operational priorities and timelines
Develop and maintain detailed project plans, including work breakdown structures, critical path analysis, resource allocation, and milestone tracking
Ensure continuity of adjudication hearings, customer service operations, and administrative functions before, during, and after the move
Coordinate cross-functional activities across Operations, Facilities, IT/Telecom, Security, Records Management, and administrative support teams
Conduct thorough risk assessments to identify operational vulnerabilities, staffing impacts, space constraints, technology dependencies, and workflow disruptions, implementing mitigation strategies accordingly
Oversee all logistics related to workspace buildout readiness, staff phasing, furniture and equipment moves, records and file transfers, and supply chain coordination
Serve as the primary operational liaison with building management, moving vendors, technology contractors, and MTA stakeholders
Lead staff transition efforts through proactive communication plans, readiness assessments, training coordination, and hands-on support during move execution
Establish command center protocols and rapid-response procedures to monitor and resolve issues in real time during active move phases and stabilization
Provide regular status reporting to MTA senior leadership, including dashboard updates on milestones, risks, issues, and decisions required
Ensure all operational documentation, standard operating procedures, and institutional knowledge transfers are completed and validated for the new location
Conduct post-relocation assessments to confirm operational stability and capture lessons learned
Required Experience and Qualifications
Minimum 10 years of progressive experience in project management, operations management, or facilities management
Demonstrated success leading large-scale office or facilities relocations, preferably within government, transportation, or public-sector environments
PMP certification or equivalent project management credential strongly preferred
Deep understanding of relocation logistics including move sequencing, vendor coordination, space planning, and occupancy transitions
Proven ability to lead and influence cross-functional teams in complex, matrixed environments under tight timelines and resource constraints
Experience managing projects with significant IT/telecom infrastructure dependencies and coordination requirements
Strong command of project management tools and methodologies (MS Project, Smartsheet, or equivalent)
Exceptional problem-solving abilities with sound judgment and decisive action under pressure
Superior written and verbal communication skills, with the ability to engage effectively at all organizational levels
Track record of successful stakeholder management, including executive leadership, union representatives, and external partners
