Everforth ECS is seeking a highly motivated and strategic
Deputy Portfolio Program Manager to support the execution, integration, and operational oversight of a large and complex federal cybersecurity portfolio. This role serves as a key partner to the Portfolio Program Manager in driving delivery excellence, operational maturity, customer engagement, employee engagement, and cross-functional integration across multiple projects, customers, and stakeholders in a rapidly changing environment.
This position is
one of two Deputy Portfolio Program Manager roles supporting the overall program. Each Deputy will maintain oversight of designated mission areas within the portfolio and partner closely to ensure coordination, operational consistency, and alignment across the broader portfolio/program environment. This role will have direct responsibility for overseeing specific mission-focused workstreams, stakeholders, operational activities, and delivery functions tied to assigned areas of responsibility. This is a people manager/people leader role with direct reports.
This role requires strong leadership, systems thinking, and the ability to identify dependencies, operational risks, and opportunities for continuous improvement across a portfolio supporting mission-critical federal operations.
- Support the execution and day-to-day management of a large federal cybersecurity and IT services portfolio consisting of multiple projects, stakeholders, and delivery teams.
- Serve as one of two Deputy Portfolio Program Managers responsible for oversight and execution of designated mission areas within the broader program portfolio.
- Provide operational leadership and strategic oversight for assigned mission-focused workstreams, customers, and delivery activities.
- Partner closely with the Portfolio Program Manager and peer Deputy Portfolio Program Manager to ensure alignment, coordination, and integration across the overall program environment.
- Coordinate across customers, delivery leads, growth teams, corporate stakeholders, and corporate back-office team to ensure alignment of mission objectives, priorities, and resources.
- Facilitate coordination across multiple organizational components, subcontractors, and teaming partners to ensure effective collaboration and communication.
- Manage cross-functional, matrixed teams in an agile and fast-paced environment.
- Oversee portfolio operations within assigned mission areas including staffing coordination, resource management, financial tracking, contract execution, risk management, requirements management, dependency management, and reporting activities.
- Assist with monitoring program financials, burn rates, labor allocations, forecasts, and operational metrics to support program health and contractual compliance.
- Identify operational gaps, process inefficiencies, and integration challenges across projects and recommend scalable solutions.
- Support customer relationship management activities by engaging with federal stakeholders, identifying mission needs, and helping develop strategic solutions.
- Develop executive-level briefings, status reports, operational summaries, and performance metrics for senior leadership and federal customers.
- Support implementation of governance processes, delivery frameworks, and operational best practices to improve consistency and execution quality across the portfolio.
- Assist with strategic initiatives including transition planning, organizational change management, workforce and succession planning, innovation efforts, and growth-related activities.
- Drive continuous improvement initiatives focused on delivery maturity, customer satisfaction, operational efficiency, and mission impact.
- Lead or support special projects, surge activities, and executive tasking as required.

Required Skills - Must be able to obtain a Public Trust Clearance
- 10+ years of progressive experience in federal IT, cybersecurity, program management, or portfolio operations leadership.
- Proven experience supporting large, complex federal programs with multiple stakeholders, customers, and integrated workstreams.
- Demonstrated experience managing cross-functional and matrixed teams in agile environments.
- Strong understanding of program operations including staffing, financial management, forecasting, risk management, and resource allocation.
- Experience supporting DHS, CISA, or other national security-focused federal agencies.
- Experience supporting federal cybersecurity, critical infrastructure, IT modernization, or mission operations programs.
- Demonstrated ability to manage competing priorities and navigate ambiguity in fast-paced environments.
- Strong customer engagement and consulting skills with the ability to identify needs, solve problems, and recommend strategic solutions.
- Experience developing executive communications, operational briefings, dashboards, and portfolio-level reporting.
- Strong interpersonal, communication, presentation, and writing skills.
- Demonstrated ability to lead teams through complex problem solving and operational challenges.
- PMP Certification or equivalent program management certification.
Desired Skills - Experience managing cybersecurity operations, vulnerability management, critical infrastructure, or mission integration programs.
- Familiarity with federal acquisition environments including T&M, FFP, and multi-workstream contract structures.
- CISSP or other cybersecurity-related certifications.
- Experience supporting organizational transformation, operating model modernization, or enterprise integration initiatives.
- Experience coordinating across delivery, growth, and technical solution teams to drive mission outcomes and strategic growth.
- Active Top-Secret Clearance or ability to obtain and maintain one.
